Job Description:

We are seeking a seasoned and detail-oriented Senior Contract Engineer to join our team. The Senior Contract Engineer will be responsible for managing and overseeing contract negotiations, administration, and compliance for various projects, ensuring that all contractual agreements are executed efficiently and in line with legal and industry standards. The ideal candidate will possess strong expertise in contract management, a solid understanding of legal and commercial terms, and a proven track record of successful contract administration.

Responsibilities:

  1. Develop and review contractual agreements, including terms and conditions, scope of work, pricing structures, and risk assessment, ensuring alignment with legal and regulatory requirements.
  2. Lead contract negotiations with clients, vendors, and subcontractors, addressing any contractual issues, discrepancies, or modifications to ensure mutually beneficial and satisfactory agreements.
  3. Monitor and enforce contract compliance throughout the project lifecycle, identifying and addressing any contractual risks or breaches in a timely and effective manner.
  4. Collaborate with legal, finance, and project management teams to provide contractual guidance and support, ensuring that all contractual obligations are met and upheld.
  5. Prepare and maintain accurate documentation of all contract-related correspondence, amendments, and change orders, and ensure that all contractual records are properly archived and accessible for reference.
  6. Conduct risk assessments and analysis of potential contractual disputes or claims, and provide recommendations for resolution or mitigation strategies.
  7. Participate in the development and implementation of contract management processes, procedures, and best practices, and provide training and guidance to junior contract staff as needed.
  8. Prepare comprehensive reports, analyses, and evaluations related to contract performance, and provide recommendations for process improvements and contract optimization.

Qualifications and Requirements:

  1. Bachelor's degree preferable in Civil Engineering – second option in Business Administration, Contract Management, Law, or a related field. A Master's degree or relevant professional certification is preferred.
  2. Proven work experience of at least 12 years in contract management, with a strong focus on contract administration and negotiations.

 

  1. In-depth knowledge of contract law, legal terms, and commercial agreements, with the ability to interpret and draft complex contractual documents.
  2. Strong analytical and problem-solving skills, with the ability to assess and mitigate contractual risks and disputes effectively.
  3. Excellent negotiation and communication skills, with the ability to build and maintain strong relationships with clients, vendors, and internal stakeholders.
  4. Proficiency in contract management software and tools for document management and contract tracking.
  5. An experience includes work of no less than (3) years with well-known consulting firms, and includes work in the field of dealing with the government contract system in the Kingdom of Saudi Arabia within the pre- and post-awarding stages.
  6. The candidate must also have sufficient knowledge of all types of agreements and contracts, and must be fluent in Arabic and English (spoken and written).

The Senior Electrical Engineer plays a vital role in advancing energy conservation and renewable energy initiatives for public sector clients. What You Can Expect

Located in the San Diego area, the Photovoltaic (PV) Technician will be responsible for the preventative maintenance and troubleshooting of numerous solar projects, primarily smaller-scale public works projects. Electrical safety and driving safety are critical in this role, and you will be expected to fully comply with all safety requirements and federal, state, and local laws applicable to this position.

 

As a PV Technician, your primary responsibilities include maintaining the performance of each photovoltaic project, responding promptly to trouble tickets, and performing corrective actions while maintaining detailed service reports. You will develop work scopes for repair issues requiring subcontracted assistance, conduct annual preventative maintenance services for PV systems, and use a field mobile application for accurate record keeping. You will review annual service reports to identify and plan corrective actions with the Regional Service Manager.

 

In this role, you will also be responsible for performing corrective repair services, maintaining detailed expense records, and creating and refining reporting systems for management. Other tasks include re-commissioning, site inspections, and any additional duties assigned by the manager.

 

You will work closely with the Regional Service Manager for daily tasks and directions and provide on-the-job training to apprentice electricians, helping them develop into safe, productive journeyman electricians. Ongoing communication with the Regional Service Manager regarding field activity status is essential.

 

Your work will predominantly be on prevailing wage projects, and all project work must adhere to the O&M and Performance Guarantee contract terms, especially concerning customer safety requirements, DOJ Livescan, and site access terms and conditions.

 

 

What You’ll Bring

  • Must be a California Certified Journeyman Electrician
  • A minimum of four (4) years of experience, experience with PV design, installation, and/or maintenance       
  • The position must abide by and understand the safety requirements of the NEC electrical code, NFPA70 and OSHA 30
  • The position must work very close with the  Regional Service Manager for daily tasks and directions
  • Provide on-the job training to Electrical apprentices
  • The position requires reviewing PV system performance reports and troubleshooting under-performance issues as well as outage problems at customer sites

Every day in this role you will provide project management coordination and support for large and complex wind, solar, and storage projects during the pre-construction phase of the project. 

 

  • Manage request for proposal (RFP) process for Engineering Procurement and Construction (EPC) services
  • Manage commercial aspects of all project related contract negotiations
  • Support pre-construction activity including site studies, surveys, preliminary engineering, and estimating
  • Support internal project capital expenditure approval processes to secure budget for Project Delivery scope
  • Coordinate and support internal stakeholders including development, engineering, interconnection, and power marketing teams with Capex input requests
  • Coordinate and manage key project stakeholders including Balance of Plant (BOP) EPC contractor
  • Support major equipment (modules, wind turbines, batteries, and substation) procurement processes
  • Participate in the negotiation of key project contracts including Major Equipment Supply Agreements and BOP-EPC Agreement
  • Ensure project schedules and costs are managed and tracking to plan
  • Continually assess project risk and maintain project Risk Register during preconstruction phase
  • Establish and maintain effective working relationships with all parties involved in the development and approval of the project

 

 

What You’ll Bring

  • A Bachelor’s Degree in Construction Management, Engineering, or a related field
  • Five (5) years of project management and procurement in utility scale renewable energy or heavy construction experience in renewable energy projects
  • Project Management Professional Certification (PMP) preferred. However, we welcome candidates with equivalent experience or other relevant certifications

What You Can Expect

The Director of Development will be responsible for the development of utility scale battery storage projects across California with an emphasis on locations in the San Francisco Bay Area and Los Angeles Basin. In this role you will be leading development efforts on portions of the Company’s ~9 GW existing positions, greenfield development, and project acquisition. Efficiently communicate complex development situations, and work through development issues from the start of development through construction. Travel as necessary for siting, development and commercial activities as required to keep development on track.

 

Every day in this role you will be responsible for managing and supporting permitting, site control, interconnection matters, power marketing, design/Engineering, Procurement, Construction “EPC”, financing, and other matters critical to the development of energy storage projects throughout California.

 

  • Manage/analyze information flow relevant to project development from internal subject matter experts and external consultants and vendors
  • Ownership of project inputs/assumptions and coordinating updates with respective internal groups
  • Manage project level progress, risks, opportunities, and economics while providing thoughtful analysis and risk evaluation
  • Drive decisions and prioritize allocation of resources based on a deep understanding of schedule dependencies and financial impacts
  • Maintain a rigorous understanding of the overall state of the energy storage market in California, including regulatory and competitive matters, to inform development decisions
  • Track project progress through key development milestones, managing schedules and budgets, and coordinating across disciplines within the Company
  • Manage and/or support due diligence activities for acquisitions
  • Manage negotiation of lease/purchase options and agreements for site control
  • Coordinate engineering activities in pursuit of permits and as required for interconnection matters
  • Work closely with engineering team in support of design and EPC process

 

What You’ll Bring

  • Bachelor Degree in Business, Construction, Finance, Economics, Engineering, Environmental, Science, Management, or another Analytical field required
  • Minimum of ten (10) years’ relevant work experience and a minimum of five (5) years’ experience in energy storage or renewable energy development, with experience in project management, permitting, offtake negotiation, interconnection, California Environmental Quality Act “CEQA”, planning, real estate, and other matters critical to development in California
  • Demonstrated success and experience developing utility scale energy storage and/or renewable energy projects in California
  • Familiarity with relevant state, county and city codes, procedures and regulations required by local planning and building departments
  • Experience preparing, negotiating, and closing commercial agreements including development agreements, site control agreements, consulting and service agreements, interconnection, and power sales agreements
  • Ability to manage a large workload across a large portfolio, while prioritizing tasks and effectively managing competing deadlines
  • Detailed understanding of the CAISO market with particular focus on interconnection, regulatory and offtake matters
  • Ability to evaluate development status and efficiently inform critical decision making with management

 

Additional Details

  • This role is eligible for our hybrid work policy; and can work remotely until we open the San Francisco, CA office
  • Must be available to travel domestically up to 30% of the time with the need for some overnight trips

Compensation

Salary Range: $146,300 – $224,135 USD annually

 

This represents the average expected pay range for a qualified candidate.

The mission of the Flex Generation & Retail Global Business Unit (F-GBU) is to contribute to ENGIE’s development and accompany the energy transition, with renewables balancing and industry decarbonation. To achieve this, the GBU will leverage on the industrial and digital expertise of its 15,000 engaged employees.

The GBU has three main activities, with a common challenge/opportunity around the decrease of CO2 emissions:

- Flex Gen: 60 GW of power production capacities – mainly from gas – and power storage; and world #1 in water desalination

- Supply: 22 million B2C contracts of power & gas sales and associated services in 5 main countries; energy access benefitting to 6 million lives in Africa

- Hydrogen: large-scale green hydrogen production and a role of hydrogen coordination within ENGIE

- Battery storage: the newly created BESS cockpit aims to build a portfolio of 10 GW of batteries capacity by 2030.

In Flex Gen, the GBU targets to maintain its operational excellence and reach 90% availability for its fleet. A clear roadmap towards a green portfolio has been set including selective growth in focused geographies and coal exit by 2025 in Europe and 2027 in the World.

In B2C Supply, the GBU aims at increasing the share of services and power sales, while reducing CO2 emissions by 34% from 2017 to 2030 (incl. B2B Supply).

The GBU targets the long-term development of hydrogen, with an objective to build a green hydrogen production capacity portfolio of 4 GW by 2030.

 

The F-GBU HQ is recruiting : A Process Safety & Risk Engineer

(Based in Paris)

 

 

 

ROLE

• Steer and support the new projects on Process Safety through conceptual up to operational readiness, including also Hydrogen projects.

• Champion the process safety and technological risk during engineering and execution phases of those projects.

• Ad hoc support on Process Safety Management on existing operational assets and entities.

 

RESPONSIBILTIES

 

Compliance with laws and regulations

• Interpret regulatory requirements for different countries and ensure that the appropriate HSE studies are developed during the project phases in a timely manner (particularly those required for the permitting process),

• Validate requests submitted for exemption from application of reference procedures.

 

Process Safety Management and risk evaluation during DESIGN and CONSTRUCTION activities

• Ensure that Process Safety Management principles and best practices are implemented early in the design phase of each project

• Ensure that a risk based approach is undertaken to the development of the project (which may be over and above the basic prescriptive requirements of the country)

• Define the list and contents of process safety deliverables required for the scope of the project and regulatory requirements

• Prepare/review/validate the Scope of Work for the engineering contractors

• Prepare and evaluate the HSE prequalification questionnaires and support the bid assessment processes

• Liaise with the client / partner in terms of permitting support and interfaces on HSE

• Issue/validate studies performed prior to submission to authorities for the permitting process

• Oversight the EPC contractors / Owner Engineers on Process Safety Management

• Review and comment HSE/safety deliverables issued by the contractors

• Track progress on projects ensuring that deliverables are undertaken in a timely manner and at the required quality

• Participate proactively in HSE workshops and monitor, follow up and assess agreed recommendations and ensure their implementation

• Interpret and make recommendations based on findings of the safety studies (QRA / Fire and Explosion studies or similar) to ensure that those can meet the requirement by the local regulatory authorities and Engie’s minimum requirements.

• Provide support in writing the Operational and Safety Manual

• Identify hazards using recognized identifications techniques (HAZID, FMEA, HAZOP, QRA, FERA, SIL)

• Undertake consequence modelling as part of the premilitary assessment of projects or to validate findings of studies undertaken by third parties

• Assess and implement safeguards appropriate for the hazards being considered (like inherent safety in design, active and passive fire protection, human factors engineering…)

• Undertake risk assessment to determine whether safeguards are adequate to mitigate hazards (SIL, LOPA, fault tree…)

 

Process Safety Management and risk evaluation during COMMISSIONING and OPERATIONS activities

• Prepare, direct or participate in HSE studies and risk assessments undertaken for commissioning, start up and operation of the projects

• Lead Process Safety Incidents Investigations and track implementation of recommendations

 

  CRITICAL SKILLS

• Analytical thinking, writing and reporting skills

• Good to excellent understanding of operational safety

• Excellent command of Process Safety engineering principles for onshore gas plants

• Experienced in consequence modelling techniques

• Demonstrate effective understanding and application of safety regulations and procedures appropriate to the gas industry

• Demonstrate understanding and application of process safety principles in reducing public risk

• Demonstrate understanding and experience of defining emergency actions for hazard identified

 

 

QUALIFICATIONS AND EXPERIENCE REQUIRED

• Qualification: Chartered Chemical/Process Safety engineering degree

• Professional experience:

  • Minimum 3 years in a similar role,
  • Minimum of 5 years in use and interpretation of process hazard analysis software such as PHAST or equivalent,
  • Minimum of 7 relevant years in energy or petro-chemical or gas projects.

• Experience in French regulatory requirements/studies (etude de danger) an advantage
