Responsibilities

HSSEQ (Health, Safety, Security, Environment and Quality) policy, execution and performance

  • Develop & update HSSEQ policies, guidelines, practices, management systems & tools to reflect Group's requirements, ensuring they are implemented across entities.
  • Implement ENGIE One Safety Transformation program across SEA cluster.
  • Review entities HSSEQ workplan, ensuring alignment with Group's & SEA objectives.
  • Ensure compliance with all latest local HSSEQ statutory requirements and legislations, locally and regionally.
  • Monitor and improve HSSEQ performance, including providing on-the-ground support to entities as required. Support not limited to SEA cluster, also entities within country level.
  • Regular site visits, include regional, to audit & ensuring Group’s/SEA Internal Control in place, identifying improvement & follow up on actions
  • Perform annual review of HSSEQ performance & identify gaps for improvement.
  • Consolidate & validation of monthly HSSEQ statistics, EARTH reporting, ENGIE Ways of Working (Wow) & actions, preparation, security reports & submission to various parties, and to consolidate report for Executive Committee meetings.
  • Conduct HSSEQ inspection, leads & provide support in Major events / accident investigation where necessary, across entities & recommends improvement actions, sharing across entities to prevent reoccurrence.
  • Investigating, evaluating & reporting of Fatal/LTI/HiPo (High Potential) events to Group & cluster.
  • Crisis Management – Training to Managers on Duty, organize & execution of Crisis drills and coordination between Group, AMEA (Asia Pacific, Middle East, Africa), country & entities. Monitor crisis situation across entities with ISOS travel, identify & highlight any security matters.
  • Screening, evaluation & approval on H&S criteria for vendors through Regional Due Diligence process.
  • Establish Quality Assurance & Quality Control function for our portfolio of projects / assets.

 

Training and competency development 

  • Review and identify HSSEQ related training requirements for various category of staff and onsite contractors to meet the mandatory requirement and also to meet the job requirement.
  • Lead, guide & train trainers across SEA cluster & develop training material/videos, organize and conduct training for Leadership in Health & Safety / ENGIE One Safety Culture for staff and contractors. Ensure all mandatory HSSEQ training are conducted and participated by staff/contractors.
  • Identify and propose new initiatives/continual process improvement for implementation across entities.

 

Leadership and administration

  • Lead SEA cluster in terms of ENGIE One Safety,  GBU H&S Coordination, Group Security & Group Environment.
  • Attend Group’s webinars, meetings & discussion on all HSSEQ related matters.
  • Monthly chairing of SEA cluster HSSEQ for updates, implementation, initiatives & follow up of actions across all entities.
  • Leads, support & guide team of HSSEQ professionals towards meeting Group's & SEA objectives, KPIs and actions, ensuring implementation & follow ups across entities. 
  • Oversight on the Singapore GAP business and building HSSE as well as the safe management measures. Coordinating meetings to ensure ongoing checks, implementation & monitoring, ensuring compliance with local governance and safe management measures.
  • Interface & advise Country Executives, HSSEQ professionals, entity personnel and Group to provide consistent and effective application of the HSSEQ policies, ensure strong sharing of best practices and lessons learned.
  • Leads & organize HSSEQ related activities or events to promote and increase awareness to staff on good safety culture and good work practices.
  • Managerial Safety Rituals (MSR) Site visit coordination on schedule & site visits of N-1, N-2 Managers to achieve set KPIs.
  • Lead and manage SEA HSSEQ functional teams across entities, especially for Construction projects

 

Requirements

  • Master/Bachelor’s Degree in Environment, Occupational Safety & Health, Security, Engineering or equivalent. 
  • At least 15 years of relevant working experience in Health, Safety, Security, Environment, and Quality preferably with construction project background
  • Registered Workplace Safety Officer and Environment Control Office 
  • Conversant with prevailing HSE standards, codes and industry practices and detailed understanding of local WSH Act, environmental & other legal requirements, regional knowledge will be strong added advantage
  • Experience in ISO 45001, ISO 14001 and ISO 9001 preferred. 
  • Ability to interact professionally with all organizational levels while maintaining string ethics and professionalism.
  • Goal getting, driven, committed, with strong planning and execution capabilities.
  • Excellent problem-solving, organizational, analytical and critical thinking skills

ROLE DESCRIPTION:
You will join the Cooling R&D team specifically responsible for supporting and executing of various research projects/tasks related to low carbon cooling technologies as part of ENGIE’s core business. Within this cooling program, you will be responsible for execution of various research projects/tasks that require competencies on theoretical analysis, system modelling/simulation, data science and proof-of-concept experiments. As a senior research engineer, you will also be responsible to have technical review of project deliverables and reports, guide the junior engineers and interns for respective projects under your purview, and provide technical support to local business units potentially on commercial engagements.


DUTIES AND RESPONSIBILITIES:

  • Propose, plan and conduct research works concerning low carbon cooling technologies and new product/solution development for business applications;
  • Perform techno watch to identify innovative technologies/solutions and new business opportunities;
  • Perform benchmark, technical & economic analysis and validation of innovative technologies/solutions;
  • Support strongly on the continuous ideation and initiation of new projects aligned with the direction of the group R&D objectives;
  • Contribute to all projects that require thermodynamic and heat transfer analysis, modelling/simulation, cooling system related knowledge and skills;
  • Support with expertise and knowledge in terms of design, operation and optimization of District Heating and Cooling (DHC) or building HVAC Systems;
  • Support physically and technically for the demonstrator project locally in Singapore;
  • Guide and lead engineer(s) and interns to conduct research works under the program, ensure deliverables in time and in good quality;
  • Interact with European experts of different disciplines to support local research and other relevant works;
  • Support technically engagement with ENGIE business entities (local and outside), academics, and industrial and/or research partners for projects;
  • Support the other R&D teams in the lab in terms of consultation, knowledge sharing, project coordination, etc.
  • Report weekly to your manager.

 

JOB REQUIREMENTS:

  • You have worked in HVAC or energy industry with cooling-related research and development experiences for 5-10 years;
  • You have a Master or Ph.D. in Physics, Mechanical, Thermal, Refrigeration, Building Ventilation, Power Generation Engineering or other related engineering;
  • You have a strong knowledge in DHC, local cooling and refrigeration systems operation and optimisation;
  • You have relevant data analytics, modeling and simulation skills needed to support the research works;
  • You are the mastery of a specialized technical domain (with helicopter view), and operates with autonomy and have a high-level understanding of peripheral technical domains;
  • You are able to deal with medium complexity, and adapt to strategy and market changes and technological evolutions
  • Knowledge on emerging / innovative and decarbonized solutions are an added advantages;

Role Summary 

As the Senior ACMV Design Engineer you will have to conduct the detailed design executed by external engineering firms or by internal Engie team; and support the project management team during the execution phase to ensure the committed system technical performances are achieved.  


Reporting to the Engineering Lead, SEA Regional Technical Office, you will be part of the engineering team in our Regional Technical Office. You will work closely with Business Development teams, Construction Management team, local Singapore entity as well as our internal Digital team, Assets Performance Management team (APM) and Innovation team. You will be based in Singapore.

 

Responsibilities 

  • Execute the detailed design: sizing, P&IDs, control strategy of the systems,  I/O points and sequence of operation
  • Coordinate with the different project stakeholders (client, consultants, Qualified Person / Professional Engineer, vendors, contractors…) to ensure a smooth flow of information and ensure the design is developed in collaboration with all parties with good quality and no scope gaps
  • Establish the equipment specifications and terms of reference for the tendering process
  • Review equipment vendors’ offers and ensure technical compliance
  • Review contractors’ offers and ensure technical compliance
  • Support project management team during the construction works to validate variations and ensure the technical compliance of the works
  • Develop tools, as the need arise, to standardize and streamline design calculations and engineering deliverables

Requirements

  • Degree in Thermal, Mechanical, Process Engineering, Sustainable Infrastructure Engineering (Building Services) or equivalent
  • Singapore Certified Energy Manager, BCA registered Energy Auditor or ESCO accreditation will be an advantage 
  • At least 3 years experience as Design Engineer for district cooling, HVAC project or large scale building waterside and airside cooling systems
  • Experience in cooling systems Operation & Maintenance, control systems, would be an advantage
  • Understanding of key legal and financial drivers that impact the technical solutions, would be an advantage
  • Understanding of risk management in the energy services industry
