Responsibilities

HSSEQ (Health, Safety, Security, Environment and Quality) policy, execution and performance

  • Develop & update HSSEQ policies, guidelines, practices, management systems & tools to reflect Group's requirements, ensuring they are implemented across entities.
  • Implement ENGIE One Safety Transformation program across SEA cluster.

  • Perform annual review of HSSEQ performance & identify gaps for improvement.
  • Consolidate & validation of monthly HSSEQ statistics, EARTH reporting, ENGIE Ways of Working (Wow) & actions, preparation, security reports & submission to various parties, and to consolidate report for Executive Committee meetings.
  • Conduct HSSEQ inspection, leads & provide support in Major events / accident investigation where necessary, across entities & recommends improvement actions, sharing across entities to prevent reoccurrence.
  • Investigating, evaluating & reporting of Fatal/LTI/HiPo (High Potential) events to Group & cluster.
  • Crisis Management – Training to Managers on Duty, organize & execution of Crisis drills and coordination between Group, AMEA (Asia Pacific, Middle East, Africa), country & entities. Monitor crisis situation across entities with ISOS travel, identify & highlight any security matters.
  • Screening, evaluation & approval on H&S criteria for vendors through Regional Due Diligence process.
  • Establish Quality Assurance & Quality Control function for our portfolio of projects / assets.

 

Training and competency development 

  • Review and identify HSSEQ related training requirements for various category of staff and onsite contractors to meet the mandatory requirement and also to meet the job requirement.
  • Lead, guide & train trainers across SEA cluster & develop training material/videos, organize and conduct training for Leadership in Health & Safety / ENGIE One Safety Culture for staff and contractors. Ensure all mandatory HSSEQ training are conducted and participated by staff/contractors.
  • Identify and propose new initiatives/continual process improvement for implementation across entities.

 

Leadership and administration

  • Lead SEA cluster in terms of ENGIE One Safety,  GBU H&S Coordination, Group Security & Group Environment.
  • Attend Group’s webinars, meetings & discussion on all HSSEQ related matters.
  • Monthly chairing of SEA cluster HSSEQ for updates, implementation, initiatives & follow up of actions across all entities.
  • Leads, support & guide team of HSSEQ professionals towards meeting Group's & SEA objectives, KPIs and actions, ensuring implementation & follow ups across entities. 
  • Oversight on the Singapore GAP business and building HSSE as well as the safe management measures. Coordinating meetings to ensure ongoing checks, implementation & monitoring, ensuring compliance with local governance and safe management measures.
  • Interface & advise Country Executives, HSSEQ professionals, entity personnel and Group to provide consistent and effective application of the HSSEQ policies, ensure strong sharing of best practices and lessons learned.
  • Leads & organize HSSEQ related activities or events to promote and increase awareness to staff on good safety culture and good work practices.
  • Managerial Safety Rituals (MSR) Site visit coordination on schedule & site visits of N-1, N-2 Managers to achieve set KPIs.
  • Lead and manage SEA HSSEQ functional teams across entities, especially for Construction projects

 

Requirements

  • Master/Bachelor’s Degree in Environment, Occupational Safety & Health, Security, Engineering or equivalent. 
  • At least 15 years of relevant working experience in Health, Safety, Security, Environment, and Quality preferably with construction project background
  • Registered Workplace Safety Officer and Environment Control Office 
  • Conversant with prevailing HSE standards, codes and industry practices and detailed understanding of local WSH Act, environmental & other legal requirements, regional knowledge will be strong added advantage
  • Experience in ISO 45001, ISO 14001 and ISO 9001 preferred. 
  • Ability to interact professionally with all organizational levels while maintaining string ethics and professionalism.

Purpose

ENGIE Energy Access Zambia is looking for an experienced, highly motivated, and accurate Internal Controls Manager with a passion in renewable energy and financial inclusion to join our team. The Internal Controls Manager will be responsible for management and monitoring of all operational risks the business is exposed due to business activities and processes that exist. This includes oversight of the country’s operational risk profile and working with all business segments to identify material risks requiring management attention. The Internal Controls Manager will also develop, implement, and oversee the organization’s ethics and compliance programs.

This role ensures that the company operates within the legal and ethical standards set by all relevant regulatory agencies and company policies. S/he will work closely with various departments to promote policy compliance, ethical behavior and mitigate risks associated with non-compliance where it arises. The role reports directly to the EEA Zambia Country Director.

 

Responsibilities Strategy

  • Lead in the operationalizing of the EEA Global internal control framework (INCOME) and methodological guides.
  • Develop and implement comprehensive ethics and compliance programs.
  • Appraise and contribute to the development of the Global strategic plans and alignment with risk appetite, as set out in the Enterprise Risk Management Framework (ERMF), through active engagement with the Internal Audit Department
  • Continuously assess the strategy and growth versus the internal operational and technology risk profile and external environment; and inform the development of the business plans, products, and process infrastructure.
  • Define, based on the guidelines of risk governance bodies, the organization of the EEA Zambia Internal control system.
  • Ensure the internal control framework, ethical conduct and compliance is effectively embedded, communicated and embedded across the designated departments & teams.
  • Monitor the local execution within the country-level processes; and adherence to global policies, control standards and process governance set out by global process owners and risk control owners.
  • Prepare and own the Quarterly Risk Committee and the Fortnightly Ethics Committee.
  • Support the Human Resources department in managing staff compliance issues e.g. separations, dismissals, disciplinary procedures etc. ensuring full compliance with local regulations and in cooperation with external legal firms, where required.
  • Ensure risk awareness is documented within the organization’s strategy to ensure strategic direction is consistent with expected risk management standards.

Risk Management

  • Design, maintain and effectively communicate operational risk controls, including control standards, risk exposure limits and other control levers to maintain the country’s risk profile in line with the

overall risk appetite.

  • Challenge the completeness of risk identification, monitoring and assessment of the corresponding control activities required within the end-to-end processes to identify and remediate any significant deficiencies.
  • Monitor and appraise compliance with established internal controls and recommend Management response to departure from laid down standards.
  • Remain abreast with Global risk management standards and ensure adaptability of the organization with the evolving risk management landscape.
  • Collaborate the inter-departmental dependencies in their execution of department-specific risk management responsibilities.
  • Validate and challenge the first line risk identification and assessment of gross and residual risks arising within the end-to-end processes.
  • Assess the control environment including, but not limited to, control design, control execution, control testing and control history.
  • Provide a balanced and informed assessment of all operational risks arising from acquisitions or major change initiatives or projects within the country
  • Recommend changes to the control environment or to business practice where necessary to reduce the level of operational risk exposure to within the agreed appetite.
  • Challenge and constrain relevant business activities where risks are not aligned with control requirements or risk appetite.
  • Sign off on new products on behalf of Operational Risk through the Country Addenda process. Risk Monitoring
  • Lead the country risk register creation, participate in the feeding of risk mapping, and more generally in the risk control system and monitor the closure of risk mitigation actions.

Stakeholder Support

  • Raise awareness of senior management on internal control best practices.
  • Champion risk awareness, training and attestation of internal controls understanding on a consistent basis.
  • Contribute to the harmonization of practices by spreading a common culture, particularly in terms of integrity and attitude towards risks.
  • Contribute to change management by anticipating and supporting the transformations necessary to improve performance and business control.
  • Lead the internal control self-assessment program and aid in its implementation by operational departments.
  • Lead training / sensitization of the team on the topics of fraud and ethics.

 

Internal Controls Administration

  • Administer the internal control tool (database containing the internal control framework, good practices for identifying and controlling risks, monitoring indicators, etc.).
  • Ensure regulatory and professional monitoring
  • Manage the activities of the Fraud & Tamper Investigation in the field.
  • Monitor commission management to ensure expenditure is commensurate with results/resolutions in the field.

Reporting, Regulatory & Business Conduct

  • Approve the classification and accurate reporting of operational risk losses.
  • Report and escalate material risk events (MRE).
  • Deliver Root Cause Analysis reports for relevant events
  • Provide risk information/updates to Country Risk Committee as appropriate.
  • Display exemplary conduct and live by the EEA Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across EEA Zambia. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Experience

  • Minimum of five (5) years’ management experience and at least two (2) of which should be working with a senior management and external risk management stakeholders.
  • Experience in enterprise risk management, implementation and review of internal control systems and processes.
  • Strength in Risk analysis and assessment, Process modelling and Regulatory environment
  • Experience in developing key strategic and operational partnerships at different levels
  • Good understanding of regulatory structures and how they function and ability to navigate the system.
  • Excellent oral and written communication skills (including report writing) in
  • Detailed understanding of new developments in the risk management profession, with the ability to demonstrate the application of specific risk management approaches.
  • Strategic thinker - able to see the bigger picture, challenges and opportunities and create a long-term vision.

Qualifications

  • Minimum of a University Degree, preferably in a discipline such as Finance, Audit, Compliance, Development Finance, Law or Similar
  • Masters’ Degree in Business or Social Field an added advantage

Compensation

Main objective

The main objective of the Head of Delivery GCC (UAE, Oman, Qatar) is to ensure the safe and effective delivery of construction, demolition and extension projects. This includes handover from business development through to construction/demolition activities, commissioning and resolution of construction/demolition related issues. Reporting line

The Head of project GCC  will report hierarchically to the Managing Director GCC and functionally to the Head of project Generation International.

The CEO’s of companies with greenfield projects will report to the Head of Project GCC In all other projects, the construction director will report functionally to the Head of project GCC.

 

Key Health and Safety Accountabilities:

  • Assure compliance with regional and/or national HSE legislation, Engie Group Rules (GR) and Generation international corporate governance documents, specifically GR09 H&S in Industrial Projects, DOP025 H&S Risk Management for industrial Projects, DOP032 Guidelines for DDDR (Decommissioning, Dismantling, Demolition, Rehabilitation), GR02 Health and Safety with Regards to Contractors and GR14 Promoting a Fair Culture.
  • Ensure that Project Management (Execution) Plans describe the H&S strategy, organization and objectives, including leading and lagging KPIs for projects in consultation with the HSE line.
  • Ensure that Project HSE Risk Registers are developed, regularly reviewed, and updated where necessary during the life cycle of the project. 
  • Ensure that systems are in place for the recording, reporting, trending, analysis and action management of SIF (Serious Injuries and Fatalities), accidents, HiPos and near misses.
  • Demonstrate HSE leadership commitment by visibility and actions including regular Management Safety Visits (MSV) and Joint Safety Tours (JST) with contractors to develop and promote a strong ‘One Safety’ culture.

 

Key Accountabilities

  • In coordination with the MD GCC and the head of Project manage the process to recruit and manage the projects’ Construction Director/Manager (and CEOs, in the case of greenfield SPV)
  • Ensure that Project Risk Registers are developed, regularly reviewed, and updated where necessary during the life cycle of the project. 
  • In case of brownfield or demolition projects, coordinate with Asset Management for leading the construction aspects of the project companies.
  • Closely monitor, control the performance, and in coordination with Generation international PMO provide guidance to all R& F-GBU industrial projects  under execution across GCC including greenfield, brownfield and decommissioning projects.
  • Oversight the works performed by each project site team and provide support to ensure performance and compliance. Act as functional report of the Construction Director or CEO.
  • In narrow coordination with the Generation international PMO and Generation international HSE team ensure projects compliance with Group, BU rules and procedures, particularly in the areas of HSE, CSR and Ethics.
  • Follow project management methods and tools in accordance with the rules and guides issued by the Group (IND1, PRM, GR02, GR09, PMI Guide, CSR, E&C Contract Guidelines, etc.).
  • In coordination with Generation international PMO organize the collection and sharing of « Return of Experience » (REX) / Lessons Learned.
  • Promote and develop the project management culture in collaboration with the Generation international PMO office. 
  • Develop a stakeholder managements plan and Liaise with external stakeholders: partners, off-takers, agencies, lenders…
  • Coordinate with GCC asset management and GCC O&M management.
  • In coordination with the MD GCC and head Project Generation international, define  the execution strategy and structuring assumptions of a project during the development phase, including the contracting strategy, the management of risks and stakeholders.
  • Support the identification, mobilization and development of resources and talents for projects execution positions within GCC.

•            Review of monthly and weekly project reports and monitor and help implementation of action to resolve problem areas and to unlock upsides.

  • In coordination with the Generation international PMO support the implementation of the project monthly STEERCOs and ad-hoc meetings.
  • Assure full compliance of STEERCOs instruction.  

•            Coordinate within ENGIE to benchmark best practices, update and convert them from guidelines into tools/tool templates or guidelines for Project Co.

•            Organize the hand-over to the project Co. and the O&M Company.

            Manage the LNTP Agreement and any other early requirement in the projects (if any) until the Project Company can do so.

•            Coordinate inputs to the Annual Risk Review from all Project Cos in construction.

•            Attend or be represented at all Board Meetings and Audit Committees of Project Co under construction and their respective Holding Co as applicable.

  • Receive from Project Co under construction the budget forecasts according to the calendar and format agreed from time to time between Project Co and Finance Support function and review/challenge the same.

 

Qualification/Experience           

  • Engineering background or equivalent.
  • 20 years of business experience, with at least 10 years in construction and 5 years in the energy or water sector.
  • Proven experience in general and team/resource management.
  • Experience in the GCC is an asset.
  • NEBOSH IGC 1 & 2 Certification.

 

Business Understanding

  • Construction and Services contract.
  • Contract and business structures for power project financed assets.
  • Risk areas for cost, schedule and quality.
  • Understanding of technical, commercial, contractual and financial aspects of industrial project.
  • Understanding of joint-ventures management, organization and governance.
