JOB PURPOSE:
Responsible for technical engineering support to the operations teams. Acting as the technical expert in support of program delivery for multiple clients. Able to manage client relationships from start to finish - from need assessment, proposal and delivery. Able to work independently and think both tactically and strategically, manage subcontractors.
 

KEY RESPONSIBILITIES:
Staff Management
- Ensure support and collaboration with operations teams.
- Monitoring and follow-up of functional report (technicians)
Customer relationship
- Work in partnership with the client to provide support and response to his requests
- Respond to Client requests, maintain Client relationship.
Energy Audit
- Visit clients, collect initial data, and perform walk through audits
- Analyze data and define building/installation energy profile
- Perform on-site energy audits, develop energy analyses including recommendations for operational efficiencies and identifying Energy Conservations Measures.
- Ensure readings collections and establish energy adjustments formula
- Provide support in both pre- and post-sales by attending presentations and managing installations / implementations.
- Support in establishing contracts for energy services (scope, model, savings calculation, M&V,..)
- Manage tenders and subcontractors related to the energy efficiency program
- Monitor energy consumption and perform measurement and verification
- Create and provide frequent energy performance dashboard/reports

Position Overview – Purpose of the Role

The Assistant Project Manager will be responsible for supervising all on-site activities, ensuring smooth execution of both mechanical and non-mechanical works. Roles and Responsibilities

  • Oversee daily site activities, with a primary focus on mechanical works, while ensuring the quality and compliance of all on-site activities with project specifications.
  • Review technical drawings and perform calculations for mechanical systems, including chilled water systems, ducting, and pressure drops. Ensure installations meet design specifications and engineering standards.
  • Liaise with stakeholders, including clients, authorities, and internal teams (BMS, electrical, mechanical, safety), to ensure smooth communication and project alignment.
  • Coordinate procurement, selection, and delivery of materials and equipment according to project specifications.
  • Record site progress, ensuring alignment with the project timeline. Validate service providers' payment requests based on completed work and document all activities for internal and client reporting.
  • Prepare and present weekly progress reports to the client, detailing site activities, challenges, and upcoming work.
  • Prepare, review, and ensure approval of engineering submittals such as Material Submittals, Shop Drawings, and Method Statements.
  • Ensure proper implementation and integration of Building Management Systems (BMS) related to HVAC, coordinating with the relevant teams for seamless operations.
  • Enforce on-site health and safety procedures, ensuring compliance with HSE policies and maintaining a zero-incident environment, Perform site safety walks, promoting and enforcing safe work practices.
  • Supervise the testing and commissioning of mechanical systems, ensuring all performance and functional tests are documented.
  • Monitor subcontractor performance, ensuring timely delivery of services and materials. Lead the site team, promoting productivity and adherence to quality standards and project timelines.
  • Address and resolve technical and operational field issues, providing guidance to the team and subcontractors as necessary.
  • Assist in energy retrofit activities, collaborating with audit teams to improve system efficiency.
  • Ensure a smooth handover to the client, providing necessary training and handover documentation to their operations and maintenance team.

 

Requirements

  • 3-4 years of experience as a Mechanical Engineer in an engineering, contracting, or similar industry within the GCC.
  • Bachelor’s Degree in Mechanical Engineering.
  • Familiarity with international codes and standards, such as ASHRAE, CIBSE, and BSRIA, as well as knowledge of KSA building codes.
  • Knowledge of Building Management Systems (BMS) and control of mechanical systems is mandatory, including the ability to establish the sequence of operation for various systems (e.g., FAHUs, AHUs, fans, pumps).
  • Certified Energy Manager (CEM) certification is a plus.
  • Basic knowledge of electrical systems is advantageous.
  • Hands-on experience with MS Office, particularly MS Excel, and AutoCAD.
  • Proven leadership and team management skills, with a focus on safety and compliance with HSE standards.
  • Experience in coordinating with local suppliers and service providers is a plus.
  • Strong IT skills, including proficiency in MS Office and AutoCAD.
  • Project management and scheduling software is Plus.

Your mission
Tractebel has been appointed as the Project Management Consultant (PMC) by a leading technology company for the construction of a data center in Belgium.
This PMC role includes the management of the construction site which includes the development and roll-out and daily implementation and supervision of the construction site safety management system. This process is led by the construction site HSE manager in close collaboration with the construction site manager. The construction site HSE manager has the lead of a team of safety supervisors/coaches.

Your key responsibilities

  •  Develop and continuously update the site HSE management system, including plans, instructions, and emergency response procedures.
  • Coordinate and advise the site management team on all HSE-related processes during construction and commissioning activities.
  • Lead efforts to foster HSE awareness within the PMC team, ensuring collective management of key HSE topics.
  • Serve as the main point of contact for HSE issues, liaising with internal teams and principal contractors.
  • Investigate incidents, including accidents, near-misses, and dangerous occurrences, to ensure appropriate corrective actions.
  • Monitor the Permit to Work (PTW) process and ensure compliance with site safety standards through regular inspections and audits.
  • Provide HSE training and support to the site team and contractors, ensuring the proper implementation of the HSE management system.

  • A Master’s degree in engineering / Architecture supplemented with a qualification as prevention advisor level 1 / safety coordinator level A or international equivalent such as NEBOSH – diploma, certificate / NCRQ Certificate, diploma or NVQ Level 6 is a must.

  • Under the direction of the VP – ES Partnerships, you will analyze opportunities by understanding customer needs, looking for solutions, and developing the strategy in collaboration with the CAPEX Director and program managers who will have pre-targeted the potential project.
  • In this transversal role, you will work with the O&M and project teams and build proposals together by ensuring the management and coordination of ES’s various internal resources: commercial, technical, legal, purchasing, financial, architectural, HR, etc.
  • You, along with the CAPEX Director will be responsible for the deliverable or the project submission, which must meet the expectations of the client and the requirements of ENGIE ES, and all actions required up to the signature of the contracts with the client and stakeholders.

What You’ll Bring

  • You will possess a bachelor’s degree in Engineering, Science, Technical discipline, Construction Management, or a related field.

  • You have experience leading design/engineering firms, construction contractors, qualified equipment vendors, and suppliers to ensure projects are executed on time, under budget, with no health, safety, environmental, and public relations incidents

What You Can Expect

As the Project Controls Advisor you will work within the Finance and Project Controls team within the Flexible Generation Business Unit.   • Ensure correct budget representation in finance and projects controls systems and smooth budget handover to subsequent owners through the projects’ lifecycle
  • Be the responsible within Flexible Generation for finance processes through the preparation of consolidated budgets for investment approvals, annual budget and business plan, and financing processes (tax financings, sell-down and partnerships)
  • Prepare monthly cash flow reports for the complete portfolio of projects, comparing approved budgets and up-to-date best estimates incl. monthly distribution
  • Facilitate financial optimization through DEVEX capitalization upon projects viability, time-writing, implement robust WBS process
  • Support Project Managers and Project Management Office budget management, in tracking progress against the project baseline budget at all time
  • Identify, monitor and actively control risks to project budgets
  • Assist with vendor requirements, invoice approvals, purchase orders, change events, and contingency management, facilitate systems and data integration, processes automatization
  • Keep robust and standardized tools, clean and tidy record keeping easily transferable to any internal and external stakeholder

 

What You’ll Bring

 

  • Bachelor of Science in Business, Project or Construction Management, or in related field, or bachelor’s degree equivalency with practical experience and knowledge of relevant technical systems

  • Sense of accountability and proactivity in anticipating and addressing potential issues, in close collaboration with the managerial line
  • Detail-oriented individual with the ability to forecast, pursue and investigate project cost over/underruns and delays
  • Ability to work collaboratively with multiple stakeholders to diagnosis and solve problems within limited time frames
  • Direct experience using enterprise resource planning systems/tools (SAP, COUPA or other ERP systems) associated with procurement, payment and accounting

Compensation

Salary Range: $84,000 – $128,800 USD annually

 

This represents the average expected pay range for a qualified candidate.

Actual offered salary may depend on geography, experience, industry knowledge, education, internal pay alignment, or other bona fide factors.

In addition to base pay, this position is eligible for a competitive bonus / incentive plan.
