Environment, Health and Safety Manager

 

Key Responsibilities

  • Manage & Support all aspects of Health, Safety, Security and Environmental (HSSE) management in the Business Unit through the life of projects from initiation, business development, construction and operation & maintenance (O&M).
  • Manage, organize and supervise all HSSE matters before and during the construction of various small to large projects and O&M at ESP level:
    • Develop and establish a proactive safety culture by implementing the EOSC program and working with the leaders of the ESP organisation and the Regional key stakeholders.
    • Develop, implement and maintain the HSSE policies, management systems & procedures, guidelines, practices, objectives, and tools to reflect these requirements and ensure they are implemented;
    • Establish HSSE plan specific to each project taking into account ENGIE, local regulation, Customer and Contractors plans;
    • Hand over HSSE plan to Operations upon Testing & Commissioning
  • Organize, interface with entities HSSE professionals & provide support and improve HSSE performance, including providing on-ground support to entities as required and ensure strong sharing of best practices and lessons learnt.
  • Build an incident reporting and a learning culture within the ESP organisation.
  • Be a leader who inspires and motivates direct reporting team to perform and excel.
  • With all HSE personnel directly reporting to the ESM HSSE manager, to manage and develop the ESM HSE team and department.
  • Plan, manage & conduct ISO 14001, OHSAS 18001 internal audits, external audits.
  • Plan and organize HSE related activities or events to promote and educate staff on good safety culture and good work practices.
  • Review and identify HSE related training requirements for various category of staff to meet the mandatory requirement and also to meet the job requirement.
  • Develop & execute in house training material/video, organize and conduct in house training and maintain training record.
  • Prepare or review publication materials to educate the workforce.
  • Conduct HSE inspection and Incident investigation when necessary.
  • Review legal requirements on HSE aspect & ensure compliance by working with all the relevant peers and stakeholders with ESP and at regional level.
  • Be a supporting focal point to the Head of HSSEQ SEA for security matters
  • Any other matters that relate to HSE directed by direct/functional report.

 

Requirements

  • Minimum Degree or Diploma in Engineering, Occupational Safety, Occupational Health, Occupational Hygiene, Ergonomics, Psychology, Physics, Chemistry, Biochemistry or other topics relevant to Occupational Safety and Health;
  • Possess at least 10 years of practical work experience preferably in the chemical industry.
  • Must posses qualification and competency for Safety Officer as pers the DOLE requirements.
  • Possess ISO 14001 & ISO 45001 Internal auditor certification is an advantage

Requirements

 

  • Bachelor's degree in Mechanical or Electrical Engineering or related field (Master's preferred).
  • Minimum of 10 to 15 years of project management experience in HVAC, Chilled Water Cooling Systems, and Multi-Utility Projects.
  • Extensive knowledge of local applicable statutory codes and regulations.
  • Relevant safety certifications (e.g., OSHA, PRC, NEBOSH).

Your mission
Tractebel has been appointed as the Project Management Consultant (PMC) by a leading technology company for the construction of a data center in Belgium.
This PMC role includes the management of the construction site which includes the development and roll-out and daily implementation and supervision of the construction site safety management system. This process is led by the construction site HSE manager in close collaboration with the construction site manager. The construction site HSE manager has the lead of a team of safety supervisors/coaches.

Your key responsibilities

  •  Develop and continuously update the site HSE management system, including plans, instructions, and emergency response procedures.
  • Coordinate and advise the site management team on all HSE-related processes during construction and commissioning activities.
  • Lead efforts to foster HSE awareness within the PMC team, ensuring collective management of key HSE topics.
  • Serve as the main point of contact for HSE issues, liaising with internal teams and principal contractors.
  • Investigate incidents, including accidents, near-misses, and dangerous occurrences, to ensure appropriate corrective actions.
  • Monitor the Permit to Work (PTW) process and ensure compliance with site safety standards through regular inspections and audits.
  • Provide HSE training and support to the site team and contractors, ensuring the proper implementation of the HSE management system. 

We would love to hear from people with

  • A Master’s degree in engineering / Architecture supplemented with a qualification as prevention advisor level 1 / safety coordinator level A or international equivalent such as NEBOSH – diploma, certificate / NCRQ Certificate, diploma or NVQ Level 6 is a must.
  • At least 10 years’ experience in a similar function.
  • Proficiency in English, spoken and written.

ATRIBUIÇÕES DO CARGO:

 

  • Apoiar o desenvolvimento de negócios e a preparação de ofertas para Data Centers e outras instalações de infraestrutura crítica.

  • Prever os trabalhos e entregas, comparando as estimativas com o real e definindo as ações corretivas apropriadas, se necessário.
  • Definir as diretrizes técnicas de design e identificar as interfaces internas e externas.
  • Auxiliar o gerente de projeto na gestão de subcontratados e nas reclamações do proprietário.

 

COMPETÊNCIAS NECESSÁRIAS:

 

  • Experiência em instalações de infraestrutura crítica (preferencialmente em Data Centers);
  • Experiência com projetos, especialmente com gerenciamento de projetos;
  • Sólidos conhecimentos em projetos de climatização e utilidades;
  • Inglês avançado.

 

COMPETÊNCIAS DESEJÁVEIS:

Our Structural Engineering team is involved in a wide range of projects in collaboration with other Tractebel and ENGIE Group entities, both in Belgium and internationally. The team has about 120 Engineers (Experts, Lead Engineers, Design Engineers, BIM modelers), CAD draftsmen and Assistant in Belgium and in Romania. In Belgium, the Structural Engineering team operates from 4 locations in Belgium (Ghent, Hasselt, Brussels and Namur).

The choice of which Belgian office you want to work for is up to you.

Responsibilities

  • Lead and manage structural engineering projects from concept to execution, ensuring compliance with quality, budget, and timeline requirements.
  • Act as an expert in Structural Engineering and supporting the teams in technical design reviews of other projects of the department
  • Develop and promote the use of BIM and parametric design within the organization.
  • Coordinate and collaborate with multidisciplinary teams, including design engineers, geotechnical engineers, and draftsmen.
  • Prepare and present project proposals, offers, and contracts in consultation with the commercial team.
  • Ensure projects are executed in accordance with Tractebel’s quality system and health & safety rules.
  • Report project progress regularly to the manager.
  • Mentor and guide junior engineers, actively participating in their training and development.

Profile

  • Master’s degree in Civil Engineering or equivalent;
  • Minimum of 20 years of experience in structural engineering projects related to complex infrastructures (e.g., bridges, tunnels, railways, airports).
  • Proven experience in leading and managing engineering projects.
  • You were ideally involved in all aspects and phases of your projects: sales, contract, competition, design, studies, tender, execution, management, …;
  • Strong knowledge of BIM and parametric design.
  • Excellent communication and leadership skills.
  • Ability to work collaboratively in a multidisciplinary team environment.
  • Customer-focused with strong problem-solving skills.
  • Stress-resistant and know how to keep your focus under pressure with a healthy dose of assertiveness and diplomacy
  • Fluent in Dutch; knowledge of English or French is a plus.

Role Summary

  • Create and produce press releases, articles, copywrite, campaigns, bulletins, social media/online messages and other communications as required and route for approval. Lay out, print and distribute if required.
  • Write draft speeches for senior management and assist with finalizing speeches.
  • Evaluate success of campaigns when completed.
  • Liaise with HQ Regional Management Office (RMO) based in Singapore or worldwide counterparts to leverage support, collaboration, knowledge sharing and best practices.
  • Develop strong partnerships with stakeholders.
  • Know the events relevant to the business and cascade the information to management in a timely manner. Attend events as company representative or to gather marketing intelligence.
  • Cascade the business vision, mission, and directions to all employees, partners, vendors and other key stakeholders by creating an effective campaign with a cohesive look and thematic agenda.
  • Seed press releases.
  • Performs other duties as assigned.

Requirements

  • Bachelor’s degree in Marketing, Journalism, Advertising, Communications, or related field.
  • Three to five years of related experience writing and editing projects; portfolio of relevant previous projects highly preferred.
  • Excellent verbal and written communication skills that may include speech writing, public speaking, pitching and presentations.
  • Has sufficient skills in strategic corporate communications planning and creative communication.
  • Proficient with Microsoft Office Suite or related software.
  • Good at research and data validation.
