2. BACKGROUND
Oya will be one of the largest hybrid energy projects in Africa considering the technology mix and size. The 128MW Oya Operations Hybrid facility will offer dispatchable renewable energy for the RMIPPPP programme. The Project will utilize co-located wind turbines, solar PV arrays, Lithium-Ion batteries and a hybrid controller that orchestrates all three technologies to provide dispatchable power to the grid as and when needed. The Hybrid Project has a total contracted dispatchable capacity of 128MW.

3. JOB PURPOSE
-    To oversee and monitor the Construction, Engineering, Procurement and Commissioning of wind / solar and Bess projects
-    Oversee quality systems, procedures, and documentation for the Project. Review and validate quality assurance and control plans of the EPC Contractor and Subcontractors.

 

4. KEY RESPONSIBILITIES
-    Build partnerships with key stakeholders on projects.
-    Conduct quality checks to ensure installation works follow project plans and commercial requirements.
-    Conduct site audits to prepare configurations and structures for system designs or integration with other energy solutions.
-    Conduct worksites safety checks.
-    Contribute to the development of Standard Operating Procedures (SOPs) to ensure safety and quality assurance on sites.
-    Determine suitable locations for solar PV installation based on site visits and risk assessments.
-    Develop overall project management plans.
-    Develop staff through capability development interventions and on-the-job training.
-    Evaluate project progress on various projects.
-    Evaluate technical viability of projects, including suitability of sites.
-    Lead in procurement negotiations.
-    Oversee contractors' works on installation and scaffolding operations.
-    Oversee installation of lightning protection systems.
-    Recommend training and development activities for staff.
-    Review computer simulations of solar PV energy generation to determine system efficiency.
-    Review costs and risks to ensure solar PV projects are within project governance limits.
-    Review energy audits and assessments to verify feasibility of solar Photovoltaic (PV) installations according to regulations.
-    Review the test results of solar PV and grounding systems.
-    Seek management approval for project risk assessments.
-    Work with authorities and professional engineers to support project-related approvals

6. QUALIFICATIONS, EXPERIENCE AND SKILLS
-    Qualifications

3. EDUCATION/EXPERIENCE/SKILLS
Educational Qualification: 
-    Bachelor's degree in Electrical Engineering or I&C engineering , Operations or a related field
Work Experience: 
-    3+ years of experience with PPC / SCADA / EMS

Responsibilities:
-    Define and develop with the team the different operational strategies to be implemented in the HPC for the different operational scenarios of the       project
-    Oversee the development of the PPC systems for wind, solar, BESS components of the project 
-    Oversee the development of the HPC by the Contractor
-    Oversee the development of the different modes of control such as : Frequency control mode, Voltage control mode, Power Factor regulation,          Automatic Generation control mode, Active and Reactive power control modes, Curtailment modes, Power Factor control mode, … in                       compliance with the PPA
-    Manage the proper communication between the parties involved in the development of the system, such as PPC of the wind, solar, BESS and         HPC, SCADA system, OMS system, Grid, including the data to be exchanged and protocols used 
-    Ensure the communication architecture has all requirements met including redundancy, associated switches (e.g, firewall)
-    Ensure the communication signals from solar, wind, BESS are collected for monitoring and controlling purposes by the HPC including the                 monitored signals (e.g., voltage magnitude etc.) and controlled signals (Power and Reactive reference)
-    Manage the interfaces such as HPC-Eskom ( via Gateway & RTU ), HPC-OMS, HPC with the PPC of the wind , solar and BESS assets, HPC -       FSP( Forecasting Service Provider )
-    Ensure integration of the energy dispatch and prioritization strategies as per the PPA , including a.o. mandated control and data exchange               capabilities such as : declarations, availability notices, dispatch schedules, history logging, etc …
-    Ensure control narratives and scenarios based on the PPA, grid code and economic model of the project is implemented into the HPC via the           OMS
-    Holds or attends regular design and coordination meetings to collaborate between the abovementioned parties
-    Assess all clarification responses and ensure these are implemented into the HPC and associated systems
-    Participate to FAT (e.g., including HIL) and SAT tests of the different components and the integration in the HPC. The HPC FAT is considered a       critical milestone requiring strong FAT experience.  Design updates and RTDS testing (in HIL environment) during the FAT should be mature             and  advanced enough to ensure that major configuration changes are not required during the SAT, as these will be difficult to implement onsite       and could negatively impact the project schedule.

3. PURPOSE OF THE ROLE

Responsible for project-specific stakeholder engagement functions and community investment programmes in the Western Cape, Excelsior in and around its two districts (Overberg and Langeberg) .The Social Development Co-ordinator will ensure that stakeholder engagement processes are developed and implemented in a planned, proactive and strategic manner, so that community risks are avoided and managed and relationships with beneficiary communities remain positive, or at the very least, remain stable. This Co-ordinator is also responsible for design, implementation, monitoring and evaluation of the project-specific community investment programmes that are built on strong relationships and built into a strategy for long term sustainable and transformational impact. Aspects of the role require participation in the company’s overall Sustainability Strategy.

 

 

4. KEY RESPONSIBILITIES

Stakeholder Engagement

  • Develops project specific stakeholder engagement plans (“SEP”) that align to Biotherm Operations and Maintenance (an ENGIE SA company) Corporate Stakeholder Engagement Planning Process, including the design, implementation and management of a grievance mechanism
  • Manages the mapping of stakeholders and execution of stakeholder engagements, including but not limited to:
  • Identifying and analysing relevant and appropriate partners and stakeholders according to interest, impact and influence
  • Developing a strategy for engagement with the various types of stakeholders, including consultation types and frequency
  • Building strong working relationships with key partners, NPOs & other stakeholders (including IPPs) that contribute positively to the achieving the long term community development strategy
  • Preparing and conducting community & stakeholder feedback meetings on an appropriate and frequent basis
  • Engaging with relevant stakeholders at a frequency determined to be appropriate for each stakeholder
  • Responding to community requests/ queries and complaints
  • Attendance of stakeholder meetings
  • Responsible for overseeing the implementation and maintenance of the community grievance mechanism (formal process and structure) and ensuring that all grievances are addressed and closed out as per the project commitments
  • Responsible for maintaining accurate records (presentations, minutes, attendance registers etc.) of all stakeholder meetings and ensuring that the records have been collated and saved on the company’s online systems
  • Manages the compliance of all community stakeholder related requirements and processes under environmental management programs (“EMPr”)
  • Responsible for reporting back to management on stakeholder engagement and providing  input to management reports on grievances, community matters and stakeholder engagement activities
  • Manages and works closely with the community project officer (“CPO”) to ensure stakeholder engagements are adequately undertaken
  • Acts as a point of contact for the local communities, communicating and distributing key project information
  • Prepares and develops key project factsheets for distribution to management and community stakeholders to inform them about progress on project related activities
  • Identifies key community risks (e.g. equal employment opportunities) and community opportunities to be managed at the local level to mitigate risk and to optimize initiatives undertaken respectively
  • Liaises with company’s project managers and site managers to disseminate pertinent community intelligence that may impact the project activities
  • Co-ordinates with CPO and Contractors Community Liaison Officer regarding effective stakeholder engagement and information sharing

Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) Economic Development  (ED)    Reporting

  • Assists the ED team practitioners with any information and data gathering for REIPPPP ED reporting, as required
  • Responds to any ED reporting related queries raised by various stakeholders, as and when required
  • Assists in managing and coordinating the annual ED audits
  • Responsible for Annexure B reporting on relevant SED and EnD projects
  • Responsible for providing timeous reporting to all other areas of the business, including reporting to external stakeholders, boards and so on.

Socio-Economic Development (SED)/ Enterprise Development (ED)  Implementation

  • Assists the ESG team in the design and implementation of a long-term SED & EnD strategy that effectively addresses community needs
  • Assists the ESG team in the management of community needs assessment processes
  • Identifies & designs sustainable initiatives that support the long-term SED & EnD strategy

  • Communicates with local community trust trustees regarding SED and EnD initiatives undertaken by the project and those undertaken by the trust and finds opportunities for collaboration in order to reduce possible duplication of efforts and funding and to have real and sustainable community development impact at a larger scale
  • Collaborates, with other independent  power  producers and other organizations who are executing SED and EnD projects in local communities, on SED and EnD initiatives identified as appropriate for collaboration in order to reduce possible duplication of efforts and funding and to have real and sustainable community development impact at a larger scale

5. QUALIFICATIONS, EXPERIENCE AND SKILLS

  • 5 - 8 years’ experience in a similar role

2. BACKGROUND

 

ENGIE Southern African is seeking Biodiversity Monitor for the Excelsior Wind Farm Facility near Swellendam in the Western Cape Province. The primary responsibility of this position is to conduct operational bird and bat monitoring at the wind facility. The program is inclusive of bird and bat monitoring, fatality searches, searcher efficiency trials and carcass persistence trials, adhering to standardized protocols as trained, being part of a small field crew and keeping detailed datasheets.  If required, this position may require the implementation of the Shut Down on Demand (SDOD) protocol.  Preference would be given to candidates residing at Riviersonderend , Western Cape, South Africa.

 

3. KEY RESPONSIBILITIES

 

  • Assist with environmental monitoring scope of work at Excelsior Wind Farm Facility. 
  • Conduct bird and bat monitoring. 
  • Conduct surveys on foot (up to 15 km per day) in potentially adverse weather conditions and record data. 
  • Conduct visual surveys of bird flight activity and advise/alert a control room when specific bird species approach too close to wind turbines in accordance with a specific protocol. 
  • Search for dead or injured birds and bats on foot in amongst vegetation under wind turbines. 
  • Conduct bird observations for extended periods of time (up to 40 hours per week) to record behaviour and flight patterns. 
  • Operate a camera and Global Positioning System (GPS) and record details of carcasses found, and observations made. 
  • Follow instructions from the Supervisor and collect precise and thorough data. 
  • Prepared to work in shifts that will result in working over the weekend when required. 

 

5. EXPERIENCE AND SKILLS

  • Diploma in natural conservation will be an advantage. 
  • Matric Certificate/Grade 12.
  • Computer literate (especially MS Word and Excel), ability to work with electronic data collection protocols and data submission timing requirements; 
  • A valid driver’s license, with at least 2 years driving experience. 
  • Candidates who have previous field experience with birds and/or bats monitoring will be preferred. 
  • Ability to identify local bird and/or bat species. 
  • Firefighting Certificate; 
  • First-Aid Certificate; 
  • Experience in the use of the camera, binoculars, topographic maps, GPS units, and other field equipment.

2. PURPOSE

 

Ensure that the facility is managed and operated with optimum efficiency, availability, profitability and safety in accordance with the requirements of the power purchase agreement, good utility practice and all applicable laws and regulations.

Develop, establish and ensure effective and efficient implementation of policies and standards for power plant operation and maintenance.

The Plant Manager will be responsible for the day to day and long term management of the facility

4. KEY DUTIES AND RESPONSIBILITIES

Health and Safety

The Plant manager is fully responsible for Health and Safety of personnel, contractors and visitors on the site, at all times.

  • Drives implementation of Engie's 5 safety behaviours

 

  • Create awareness and implementation of Engie 9-lifesaving rules

 

  • Coordinates Emergency Response on incidents and threats

 

  • Manages the HSE personnel on site for implementation and monitoring of HSE performance

 

  • Ensures site security is in place an functioning adequately to protect the asset and people.

 

  • Works with local police and security companies to reduce crime in the area where practicable.

 

Asset Performance

The Plant Manager oversees the daily operation and maintenance of the asset, ensuring optimal availability and performance.

  • Oversees and coordinates the work of the Operating and maintenance contractors/teams.

 

  • Drives the return to service of any plant and equipment resulting in loss of production.

 

  • Drives the root cause analysis on any plant faults causing unwanted downtime.

 

  • Identifies plant and operating cost optimization opportunities.

 

  • Ensures plant is grid compliant at all times.

 

  • Where applicable, manages the maintenance and operation of owner's metrological stations.

 

  • Ensures production forecasting is done as required under the PPA.

 

  • Notifies the client/IPPO of any grid events and supports the relevant DGE claim compilation.

 

  • Records and reports all insurable and claimable events.

 

  • Reviews and monitors the plant spare parts inventory and works with contractors and/or procurement department to replenish spares.

 

  • Ensures up to date maintenance schedules are in place and followed to ensure optimal availability and reliability.

 

  • Ensure timely submission of monthly production meter readings for invoicing to the customer.

 

 

 

Social, ED and Stakeholder Management

The Plant manager is the company's primary representative in the local community and takes responsibility for stakeholder management in the local community and for implementation of the social and enterprise development programs.

 

  • Where unions are present, lead open and clear communication with such unions and associations with assistance of the social team and others as necessary

 

  • Ensure development of a stakeholder map and associated mitigation plans which is reviewed on a frequent basis.

 

  • Oversees the implementation of social and enterprise development programs - guided by the Social/ESG department.

 

  • Supports the ED department to obtain information from contractors regarding ED compliance obligations.

 

  • Identifies opportunities for ED optimization together with Social and ED teams.

 

  • Interfaces with the local authorities as required regarding the project site and resources.

 

  • Maintains a cordial relationship with the land owner and acts as the company representative on land related matters.

 

  • Coordinates with neighbouring power plants and industries with regards to relevant issues.

 

Site, Building and Roads

The Plant manager is fully responsible for the overall site in terms of access, security and upkeep.

  • Defines and manage the annual site, road and building maintenance activities.

 

  • Coordinates contractors for the removal of waste and provision of utilities as required for the site operations.

 

  • Recommends upgrades and improvements where needed to ensure safe ergonomic working conditions.

 

  • Coordinates the site transport arrangements to ensure safe and efficient operation.

 

Reporting

The Plant Manager ensures that performance on all of the areas of responsibility happens on a frequent basis as might be required by shareholders, lenders and other relevant stakeholders.

  • Attends and oversee daily production meetings

 

  • Works with head office monitoring room to ensure optimal monitoring of asset performance

 

  • Coordinates with operator regarding any gaps in performance data

 

  • Reviews contractor reports and coordinates with monitoring room regarding accuracy. Ensures all reports are uploaded timeously

 

  • Provides inputs to monthly reports.

 

  • Presents plan performance data on weekly and monthly calls to the AMEA regional group.

 

  • Ensure incident reporting happens according to head-office requirements.

 

 

 

Budget and Procurement

 

The Plant Manager controls the annual budget for the site and oversees all expenditure against this budget.

  • Compiles the annual budget for site operating cost

 

  • Manages the procurement of all site related services and equipment with support from procurement department.

 

  • Creates Purchase orders and coordinates timeous invoicing by suppliers.

 

 

People Management and Growth

Manages the performance and growth of all site based personnel.

  • Creates annual performance goals and targets.

 

  • Manages underperforming resource with HR support.

 

  • Drives recruitment of open positions with HR support.

 

  • Plays an active leadership role on site guiding people to best practice.

 

 

 

 

5. QUALIFICATIONS, EXPERIENCE AND SKILLS

Education

  • University Degree in Mechanical/Electrical Engineering.
  • Relevant Management qualification (MDP)
  • Professional registration with Engineering Council Of South Africa  (ECSA)

Language

  • Fluent in English (verbal and written skills)

2.  KEY RESPONSIBILITIES

  • Be trained and developed in assisting the Shift Charge Engineer to supervise and oversee daily plant operations and maintenance in the Operations Shift Team in order to ensure that operational targets are achieved safely, efficiently and within the company rules and procedures, OEM guidelines, legal, environmental, contractual and other requirements;
  • Assist to establish the appropriate procedures and computerized maintenance management processes as applicable to a prudent operation management, in particular the permit to work system;
  • Ensures correct operational line-up and local operation of the systems;
  • Unloads fuel tankers in a safe manner;
  • Understands and adheres to all Plant Safety Guidelines and Procedures. Strives to maintain an injury-free environment;
  • Understands and masters the Plant Emergency Handling Procedures;
  • Participates in the Plant Training and Qualification Program;
  • Ensures control of the plant process and electrical distribution through the plant Distributed Control System (DCS) and other process control devices;
  • Assists in scheduling daily maintenance actions, plant configuration changes and varying power generation levels;

  • Identifies problems with plant equipment and clearly communicates the conditions associated with these problems to the Shift Charge Engineer / Plant Maintenance Team;
  • Ensures the completion of shift round checklists, routine daily/weekly/monthly test checklists and equipment change-over checklists, etc.;
  • Coordinates with the Shift Charge Engineer and Operation Engineer;
  • Submits the necessary reports and recommendations to the Shift Charge Engineer concerning equipment/plant status and/or any problems;
  • Maintaining high standards of management, ethics and leadership;

3. MODUS OPERANDI:

  • The Job Holder works as a trainee within the operations department and reports to the Operation Manager.

2.  KEY RESPONSIBILITIES

  • Day to day efficient management of all plant operation activities through a team of site based staff according to good utility practice, dispatch instructions, the company rules and procedures, OEM guidelines, legal, environmental, contractual and other requirements;

 

  • Responsible for company safety rules and Permit-to-Work system and driving the safety culture

 

  • Development of the short and long term operation strategy for the plant and the development of capable staff to support that strategy;

 

  • Ensure the operation department staff is selected, mobilized and maintained as required;

 

  • Determine and schedule the resources and requirements for each activity;
  • Ensure that the plant meets safety, availability, reliability, efficiency, generation and budget targets. Communication with load dispatch and fuel dispatch as per Grid Code;

4.  JOB CONTEXT:

 

  • Peakers Operations (“the Company”) operates two open cycle peaking power facilities through its O&M Agreements with the Owners of Dedisa Peaking Power Pty Ltd and Avon Peaking Power Pty Ltd;

 

  • Dedisa Peaking Power Plant and Avon Peaking Power Plant has capacity of 342 MW and 685 MW respectively;

 

  • The Company is fully owned by ENGIE with registered office: Block E, Lincolnwood Office Park, Woodlands Drive, Woodmead, 2191, Johannesburg, Republic of South Africa;

 

  • The Owner Company is 38% owned by ENGIE, 25% by Mitsui, 27% by BEE SPV and 10% by BBBEE SPV;

 

  • The projects are Independent Peaking Power Generation projects, having a 15 years Power Purchase Agreement (PPA) with Eskom Holdings as a single off-taker;

 

  • The Job Holder will be based at the Facility.  

 

 

5.  MODUS OPERANDI:

  • The Job Holder works as head of the operation department of the Facility and reports to the Plant Manager.
