Purpose of role

We are seeking an experienced and motivated Senior Buyer to join our dynamic procurement team. The ideal candidate will have a strong background in executing high value construction contracts using recognised forms such as FIDIC or NEC.

 

This is a hybrid role ideally assigned to our London office, where the successful candidate would be based two days per week.

 

Key Responsibilities:

  • Work with Business Development and Operational leads to define the procurement strategy underpinning the company objectives, ensuring timely delivery of the equipment and works.
  • Execute and manage high value construction contracts using recognised forms such as FIDIC or NEC.
  • Develop and maintain strong relationships with suppliers, monitor performance, and resolve any issues that arise.
  • Negotiate contracts to secure the best terms.
  • Monitor market trends and identify potential risks and opportunities.
  • Collaborate with internal departments to manage and forecast demand, inventory levels and lead times in line with any operational or constructional deadlines.
  • Ensure all procurement activities comply with company policies, procedures, and relevant regulations. Analyse purchasing data to identify cost-saving opportunities and improve efficiency.
  • Ensure and manage the environmental impacts of our procurement activities are kept to a minimum and ensure all our Waste obligations are met.
  • Prepare and present regular reports on procurement activities, supplier performance, and project status

 

Qualifications:

  • Bachelor’s degree in Business, Supply Chain Management, or a related field.
  • Extensive experience in a purchasing or procurement role (ideally construction or industrial).
  • Strong negotiation and communication skills.
  • Proficiency in procurement software and Microsoft Office Suite.
  • Excellent analytical and problem-solving abilities.
  • Ability to work independently and as part of a team.
  • CIPS accredited or willingness to work towards CIPS on commencement of role.

As the Project Sourcing Manager, you will have to support and implement regional project sourcing strategy, process and objectives for all Malaysia's asset-based projects, to progressively set up country level sourcing team. Reporting to the Head of Project Sourcing (SEA), you will be part of the procurement team and regional technical office and will be based in Malaysia. Responsibilities 

  • Lead country-level sourcing and pre-qualification on key suppliers and seek synergies with South East Asia region on strategic suppliers

  • Work closely with the engineering team to understand projects specifics and assess Project Capex accordingly - manage and validate quantity take-off and estimation as design information during feasibility study and design stage.

  • Support internal stakeholders from development to construction to operation in regards to vendors / contractors relationship.

  • Lead and manage Project Sourcing Process including prepare RFP/tender, evaluate RFP/RFQ for key direct suppliers and contractors, perform total cost of ownership analysis and evaluate RFP/tender submission and selection, issue letter of appointments, coordinate alignment with internal functional departments, tender memo for approval until contract signing.

  • Manage country Capex and Opex vendor/technical database, benchmark and dashboards.

  • Apply database for data analysis, Power BI dashboard and visualization for decision making.

  • Develop and optimize Capex/RFP/Database tools and workflows with SEA engineering team.Support operation and maintenance team for supplier engagement and comprehensive solution.

  • Perform the training and organize knowledge sharing technical workshop with Malaysia team.

  • Apply the governance and implement suitable organisational procedures.

  • Guaranty all Group rules and policies are correctly applied throughout the procurement/supply process.

    Steer the “Procure to Receive” process to drive efficiency and reduce non-complianc

  • Manage operational procurement process including vendor management and PO issuance.

  • Monitor the quality of the purchasing process by reviewing purchase channels, pricing, and non-compliance.

  • Provide input to category management by identifying opportunity areas such as standardization, supplier enablement, changes in purchasing processes, etc.

  • Identify possible synergies and share best practice. 

 

Requirements

  • Degree in Engineering/Procurement/Supply Chain or equivalent 
  • At least 8 years experience in project sourcing, quantity surveying and/or project management 
  • Experience in Cooling Systems, On-Site Utility and Solar Project preferred
  • Certified Procurement Professional or MRICS will be an advantage 
  • Goal getting, driven, committed, with strong planning and execution capabilities
  • Ability to interact professionally with all organizational levels while maintaining string ethics and professionalism.

What You’ll Bring

Compensation

Salary Range: $74,500 – $114,195 USD annually

 

This represents the average expected pay range for a qualified candidate.

KEY RESPONSIBILITIES

 

Help internal clients to formalise / express their needs

  • Assist with and optimising procurement requests.

Within the framework of the procurement category policy produced for a Group category:

•            Based on requirements, identify the budget and establish tender assessment criteria.

In other cases, manage the whole Procurement process:

•            Scan the market to identify potential suppliers.

•            Roll out the tender process.

Finalise the supplier and prepare the contract / purchase order.

  • Ensure Purchase orders / contracts are approved according to the Procurement delegation.
  • Assist internal stakeholders to ensure the supplier performs its obligations.
  • Monitor supplier disputes with internal stakeholders.
  • Measure operational and economic performance of the supplier (including CSR).

Co-ordinate with suppliers and internally

  • Interact / co-ordinate the network of PO agents and requestors
  • Implement in the procedures and tools and deploy internally new signed contracts

Reporting and feedback

  • Provide reliable and comprehensive reports and feedback, in order to improve the efficiency of the procurement strategy and supplier performance plan.

QUALIFICATIONS, EXPERIENCE AND SKILLS

Qualification & Experience

  • Bachelor’s degree in procurement or supply chain.
  • 5 years’ functional experience covering procurement, supply chain and logistics.
  • Experience in operational procurement preferably in power plants.
  • CIPS level 4 or higher is preferred.

  • Draw up the contract with the legal department.

  • Identify, prioritize, engage and work in a project mode with internal and external stakeholders.
  • Manage risks and opportunities.

 

Provide contractual, budgetary and regulatory supervision of the project on behalf of Procurement

 

  • Ensure all project procedures and applicable regulations are followed.
  • Control overall project procurement costs and issue warnings when required (exercise his / her right to intervene).
  • Ensure the contract is correctly implemented and understood by all parties involved.
  • Adapt Procurement activities to operational constraints.
  • Commit to achieving the Procurement financial and operational performance targets.

 

External (suppliers) and internal (project) intelligence

  • Identify innovative opportunities on the suppliers market.
  • Obtain technical and financial intelligence about current and potential suppliers in order to anticipate long-term consequences for the project.
  • Challenge the project's technical aspects in order to ensure suppliers products and services meet the customer's needs in the long-term.
  • Implement alternative Procurement strategies to avoid crises.

 

QUALIFICATIONS, EXPERIENCE AND SKILLS

Qualification & Experience

  • Bachelor’s degree in engineering from a reputable university. A Master’s degree is a nice to have.
  • 5-10 years’ operational experience managing EPC and large contractors for industrial projects.
  • Experience in energy related projects is preferred.

 

Technical  Knowledge

 

  • Strongly autonomous, possesses leadership and influential qualities.
  • Highly analytical and capable of leading complex procurement projects.
  • Experience in complex negotiation.
  • Fluent in English.
  • Experience in negotiation of construction contracts (FIDIC or similar).
  • Project Management experience, PMI or equivalent.
  • CIPS level 5 or more is a bonus.
  • Outstanding people leadership/management/ communication skills.

Business Understanding

  • Good understanding of negotiation and construction projects in the Middle East
  • Renewables, desalination, Power Plant knowledge is a plus

Language

  • English

Location / travel

  • Location: Johannesburg, Republic of South Africa.
  • Some travel within GCC for projects.
