1.  JOB DETAILS:

2.  JOB PURPOSE:

  • Assists to manage all mechanical maintenance activities associated with defect and planned maintenance programmes, through a team of site based engineers, technicians and at times by external contract agencies.

 

  • Assists in development of the short and long term mechanical maintenance strategy for the plant and the development of a capable engineering, planning and mechanical maintenance team to support that strategy.

 

  • Day to day plant efficient management of mechanical maintenance activities, according to good utility practice, company rules and procedures, legal, contractual and other requirements

 

  • Respects the O&M agreement with the Owner and the Contractual Services Agreement with Suez Services Saudi.

 

  • Ensure that the plant meets availability, reliability, efficiency, generation and cost targets, safely and within the environmental, legal and contractual requirements.

 

  • Assists to establish the appropriate procedures and computerized mechanical maintenance management processes as applicable to a prudent management regime.

 

  • Assists to coordinate mechanical maintenance activities with finance and accounting, administration, HSE and operations departments

 

  • Assists to define, manage and monitor the mechanical maintenance budget in line with the overall company budget.

 

 

3.  KEY ACCOUNTABILITIES:

PERFORMANCE INDICATORS

Description

 

Safety at Work

  • Ensures a safe working environment for himself and the Mechanical Technicians whilst working on any equipment;
  • Obtains a Permit to Work for each job as necessitated by the PP11 Power Plant HSE Procedures put in place;
  • Ensures all necessary precautions are taken by himself, the Mechanical Technicians and Contractors while undertaking any jobs in PP11 Power Plant;
  • Ensures that all tools necessary for working on equipment safely are available and are used during performance of all jobs in the Plant;
  • Monitors Mechanical Technicians and Contractors to ensure guidelines as per Safe Work Practices and HSE Standards are followed;
  • Points out any unsafe conditions to Management.

 

 

Team Leadership

  • Leads the Mechanical Maintenance Technicians and ensures a high level of efficiency in the Team;
  • Builds and sustains a committed, cohesive and dynamic Team;
  • Acts as a Mentor for the Mechanical Team;
  • Leads by example;
  • Recommends the appropriate training for the Mechanical Technicians.

 

Maintenance Task Planning and Execution

  • Ensures maintenance tasks are completed by the Technicians as per Work Orders generated in SAP;
  • Ensures the reports on maintenance is done and documented in SAP;
  • Generates reports as necessary once maintenance is completed;
  • Plans for and ensures that maintenance of all mechanical equipment is in accordance with OEM Manuals for the equipment;
  • Along with the Maintenance Manager, ensures mechanical equipment maintenance planning is correctly scheduled so that all equipment is maintained as per OEM recommended intervals;
  • Reviews Mechanical Maintenance Procedures and suggests where they can improve.

 

Equipment Failure Troubleshooting and Repair

  • Supports reliable and accessible 24-hour engineering call-out functionality;
  • Attempts all possible means of reducing equipment downtime and ensuring high plant availability;
  • Performs trouble shooting activities as necessary to determine failure conditions and rectifies defects found;
  • Records and reports to the Maintenance Manager all rectification jobs undertaken;
  • Generates reports of equipment failures;
  • Performs Root Cause Analysis of Failures;
  • Works with Plant Operations Personnel for resolving problems encountered with mechanical equipment.

 

Reporting, Overall Planning and  Budgeting

  • Discusses planned and unplanned jobs undertaken with the Maintenance Manager;
  • Works with the Maintenance Manager for outage planning and execution;
  • Assists the Maintenance Manager in planning and budget preparation processes.

 

Spares, Consumables & Tools

  • Ensures adequate inventories of spares and consumables are maintained;
  • Places requisitions for purchase of required spares and consumables;
  • Ensures necessary tooling is available to all Technicians;
  • Ensures Third Party Certification of all tools is done on an annual basis or as required;
  • Ensures all tools are maintained and are in good working condition.

 

Ownership

  • Assumes ownership of plant mechanical equipment and strives to maintain them in the best possible condition.

 

Delivers Technical Advice to Enable Efficient Maintenance of Electrical Equipment and Continuous Improvement

  • Delivers technical advice to colleagues and Contractors to ensure safety and the proper execution of Plant Maintenance Practices;
  • Applies engineering knowledge and skills to review and update task lists for equipment.  Implements initiatives to address inconsistencies in SAP scheduling, practices and documentation.

 

Train and Develop I&C Technicians to Build the Workforce’s Technical Capability and to Deliver a Step Up in Plant Performance

  • Coaches Mechanical Technicians on instrumentation equipment, Safe Work Procedures and Operational Techniques to ensure proper execution of Plant Routines;
  • Prepares and delivers Technical Training, including modules on Alignment Techniques, valves, pump repairs, compressors, dryers, HRSG component inspections and BOP plant equipment.

5.  JOB CONTEXT:

  • Dhuruma O&M company Ltd operates a combined cycle power facility with 1729 MW of power capacity. The company has two shareholders: Kahrabel FZE, with Head Office in Dubai and Aljomaih Energy & Water Company Limited, with Head Office in Riyadh.
  • Dhuruma O&M company Ltd performs services through an O&M agreement for the Owner of the power facility: Dhuruma Electricity Company.
  • The project is a Greenfield IPP with a 20 year PPA with single off-taker (SEC) on BOO basis.
  • The Job Holder will be based at Dhuruma power plant (PP11), 125 km West of Riyadh;
  • The Job Holder works closely with the Mechanical Technicians to ensure the Plant Routines are actioned efficiently and to high quality standards;
  • The Job Holder is required to understand and promptly act upon oral operational instructions, respond effectively in pressure situations, make quick decisions in the event of breakdown or failure to safeguard the plant, manage stress, assess and change operational parameters with minimal supervision, coordinate and follow up on maintenance activities ensuring high levels of safety and compliance with procedures.

2.  KEY RESPONSIBILITIES

  • Be trained and developed in assisting the Shift Charge Engineer to supervise and oversee daily plant operations and maintenance in the Operations Shift Team in order to ensure that operational targets are achieved safely, efficiently and within the company rules and procedures, OEM guidelines, legal, environmental, contractual and other requirements;

  • Peakers Operations (“the Company”) operates two open cycle peaking power facilities through its O&M Agreements with the Owners of Dedisa Peaking Power Pty Ltd and Avon Peaking Power Pty Ltd;

 

  • Dedisa Peaking Power Plant and Avon Peaking Power Plant has capacity of 342 MW and 685 MW respectively;

 

  • The Company is fully owned by ENGIE with registered office: Block E, Lincolnwood Office Park, Woodlands Drive, Woodmead, 2191, Johannesburg, Republic of South Africa;

 

  • The Owner Company is 38% owned by ENGIE, 25% by Mitsui, 27% by BEE SPV and 10% by BBBEE SPV;

 

  • The projects are Independent Peaking Power Generation projects, having a 15 years Power Purchase Agreement (PPA) with Eskom Holdings as a single off-taker;
