What You Can Expect

As our, Construction Manager Senior in Washington, DC, you will be a key member of the Capital Projects Team who is responsible for the development, design, and execution of multiple Utility System Capital Improvement and Efficiency projects. Every day you will report to each project’s respective Project Manager during the project execution phase and will assist the Program Management Team during the contract development and engineering design phases of such projects.

 

What You’ll Bring

  •  A minimum of a Bachelor’s degree in Construction Management or in a technical field from an ABET institution or equivalent in demonstrated experience
  • Minimum of Five (5) years experience in management of construction for industrial or municipal projects with demonstrated success
  • Advanced understanding of design, construction and operations of thermal plants; and sound knowledge of campus and/or district energy systems
  • Experience demonstrating strong familiarity with DC construction codes and permitting requirements of the Department of Buildings (DOB) and, the Department of Licensing and Consumer Protection (DLCP) 
  • Experience preparing and executing Health & Safety, Environmental, Quality Assurance and Quality Control plans for Capital Improvement and Efficiency projects 
  • Confidence partnering with assigned Project Engineer, which is usually an external contractor, to develop a project procedures manual.  This reference shall provide the framework for construction addressing mechanical, civil, electrical, instrumentation & controls and administrative fundamental requirements. Coordinates with Project Engineer for technical consult and QA/QC inspections
  • Comfortability sharing opines on constructability through the review of Contractor plans, determining if special operator access or maintenance provisions are required
  • You know how to develop weekly reports on construction progress for Project Manager; inform the monthly management report
  • Skills to develop and oversee the Construction Risk Management Process
  • Experience supporting the Project Manager with Technical/Commercial oversight including:
    • Review of Change Requests, Directives
    • Review of monthly payment applications from Contractors and Construction Administrators
  • You have worked in an environment where you have orchestrated the design of traffic control prior to construction activities
  • Experience in construction projects, working at sites, managing subcontractors, contracts administration and change management

 

Additional Details

  • This role requires daily attendance at a worksite

Compensation

Salary Range: $100,000 to $140,000 USD annually

As our Contracts Intern, at Georgetown University. You will be responsible for support with contract management activities including review of supplier invoices and change orders, generate / review redline documents, participate in preparing bid evaluations for review with stakeholders.

What You Can Expect

As our Engineering Advisor I&C (Instrumentation and Controls), you will be a part of the Engineering Team within the Capital Projects structure and will report to the Director of Engineering. This individual will be responsible for leading and delivering on all aspects of controls and instrumentation engineering scope as related to operations and maintenance of existing assets and design, specifying and engineering of new capital and brownfield projects.

 

You will serve to complete and assure designs run through our internal engineering firm, which once validated is provided to installation contractors, interconnecting utilities, permitting authorities, clients, and building owners on capital projects.  The Senior Engineer will also be the liaison with other technical centers of excellence within the global ENGIE organization and manage these relationships and engagements.

 

You will:

  • Prepare instrumentation diagrams, process control narratives, instrument lists, and input/output lists as part of project design and ongoing maintenance
  • Identify risks, implement mitigation strategies to maintain project cost & schedule
  • Provide technical support to stakeholders as required
  • Troubleshoot equipment and software to repair and diagnose any malfunctions in the system including continuously maintaining and upgrading the SCADA systems
  • Monitor data communication and troubleshoot PLC circuits
  • Monitor I&C systems for cyber-attacks that could alter or damage the plant or manufacturing facility
  • Write and review sequences of operation (SOO) for plant and building equipment and systems
  • Develop control systems for various utility processes, including electrical power generation, utility distribution networks and accessories
  • Provide expert input on the design, installation, and commissioning of plant control systems and associated instrumentation for new capital projects and on-campus integration (utilities, district energy systems, combined heat and power)
  • Handle projects that involve multiple applications, including SCADA, device controls and sensors, communications networks, and related systems
  • Oversee and assure engineering contractor I&C work progress, ensuring compliance with project schedules, quality standards, and applicable codes.
  • Frame overall network architecture including redundancy, loops
  • Choose appropriate sensors and actuators to accurately measure and control critical parameters like voltage, pressure, temperature, flow rate
  • Review instrumentation for adequate redundancy to meet operating reliability requirements and control logics enabling effective operations and controls
  • Complete a review of the process automation as it relates to manual intervention during a plant upset and determine if adequate automation is in place to ensure continuous supply for utilities
  • Oversee system integration of different components of the control system, including field devices, communication networks, and operator interface stations
  • Lead basis of arguments for overhaul, repair, upgrade control systems, cables and components for performance enhancements with campuses
  • Facilitate communication platforms between the Central Utility Plant, Substation, campus networks, and grid operator
  • Support the commissioning process for the control system, ensuring all components function as designed
  • Collaborate with contractors to resolve issues during construction, commissioning and post-commissioning phases

 

What You’ll Bring

  • Bachelor's degree in Engineering or related discipline
  • Minimum 7 years of experience in design, inspection, operations, and troubleshooting of control systems used in power generation and/or district energy plants, including emissions control and boiler, chiller and turbine controls
  • Understanding of control loop design and implementation to optimize operational efficiency within district energy utility plants and distribution systems
  • Proven expertise in plant control and automation systems (PLC, DCS), networking communications, programming languages and advanced field instrumentation
  • Familiarity with SCADA, HMI design and PI, Web CTRL Building Energy Modelling / automation systems (BAS) and fault detection diagnostic (FDD) systems
  • Knowledge of industry standards UL, IEC, ISO IEEE and other design codes
  • Ability to handle multiple assignments, high degree of accuracy and independence

  • Develop design specs and cost estimates for Transformers, switchgears, fiberoptic cables/power cables, motors, generators, UPS Systems, substations
  • Prepare Bill of Materials for projects to include equipment from system design
  • Provide assurance on detailed engineering delivered by Engineering Contractors including review and assess electrical equipment supplied by vendors
  • Document completed installations for client as-built drawings for purposes of operations and maintenance
  • Evaluate existing facilities and building electrical systems including distribution equipment, premises wiring, and utility supply infrastructure
  • Lead basis of arguments for overhaul, repair, replace electrical equipment and components for performance enhancements with campuses
  • Carryout arc flash studies, electrical safety audits and infrastructure studies in district energy systems
  • Oversee and assure the work of engineering contractors/consultants, peers
  • Develop electrical components including selecting equipment, performing calculations, determining interconnection with utility and existing electrical system
  • Support interconnection agreements with utilities
  • Coordinate with local jurisdictions and utilities to confirm compliance with applicable codes and to secure necessary permit and interconnection approval
  • Regularly travel to perform site surveys which will include field inspection, and working in proximity to AC and DC electrical components
  • Remain up to date on new technologies and regulatory conditions including building codes, fire codes, utility requirements, vendor qualifications, industry best practices, safety standards, and relevant standards development

 

What You’ll Bring

  • A minimum of Bachelor’s degree in Electrical Engineering from an ABET-accredited university
  • 7 years’ experience in a similar position, including designing electrical systems and field inspection and troubleshooting
  • Familiarity with district energy, utilities and combined heat and power systems
  • Knowledge of applicable electrical standards such as NEMA, NEC, IEC, ISO, IEEE and other electrical design codes
  • Knowledge of specifying and sourcing electrical equipment for low voltage (up to 600V) and medium voltage (up to 34.5kV) applications

As our Senior Project Manager, at Georgetown University, you will support and manage Energy Conservation Measures (ECMs) in buildings that reduce energy consumption and help Georgetown move towards a 40% reduction in energy use by 2031.The ECM Project Manager will be a part of the Georgetown Energy Partners (GEP) capital projects team based at Georgetown University’s campus. This team is responsible for managing utility infrastructure capital projects associated with expanding and maintaining the utility system on the campus. Projects range in size from $100,000 to $25M, over the span of 1-5 years.

 

Every day you will work with the University stakeholders, ENGIE colleagues, and ENGIE contractors, including engineers, architects, construction firms, and other contractors to develop and execute projects. You will also facilitate the review of mechanical designs – as well as the permits – that support the long-term energy reduction vision for the campus. You will report to the ECM Program Manager.

 

 

 

What You’ll Bring

  • You have earned a Bachelor of Science in Mechanical engineering or a relevant degree (such as Electrical, Civil or Industrial Engineering)
  • You have a minimum of five (5) years of progressive experience in a project management role, where you have gained expertise in construction management, stakeholder management, permitting, design and / or building automation systems (BAS)
  • You have expertise in financial and contractual aspects of capital projects involving both internal and external organizations
  • You will be responsible for assignments within the ECM Program that will include scope development, estimates, stakeholder management, contracting, cost development, cost tracking, project execution, commissioning, and closeout
  • You will utilize existing and develop new budgets and cost tracking devices. Provide input to long term financial planning.  Issue contracts, contract change orders and process invoices
  • You must monitor project progress in design and construction phases through regular contractor and stakeholder interaction both virtually and in person on work sites
  • You will manage the relationship with university stakeholders during the audit, development, and execution of capital projects
  • You will develop and maintain good relationships with the ENGIE subsidiaries and our partners
  • You will establish and maintain good working relationships with the University staff
  • You will liaise with ENGIE entities and colleagues for knowledge sharing

  • You feel confident partnering with assigned Project Engineer, which is usually an external contractor, to develop a project procedures manual.  This reference shall provide the framework for construction addressing mechanical, civil, electrical, instrumentation & controls and administrative fundamental requirements. Coordinates with Project Engineer for technical consult and QA/QC inspections
  • You are comfortable sharing opinions on constructability through the review of Contractor plans, determining if special operator access or maintenance provisions are required
  • You know how to develop weekly reports on construction progress for Project Manager; inform the monthly management report
  • You know how to develop and oversee the Construction Risk Management Process
  • You have experience supporting the Project Manager with Technical/Commercial oversight including:
    • Review of Change Requests, Directives
    • Review of monthly payment applications from Contractors and Construction Administrators
  • You have worked in an environment where you have orchestrated the design of traffic control prior to construction activities
  • You have experience in construction projects, working at sites, managing subcontractors, contracts administration and change management

Compensation

Salary Range: $103,320 – $172,200 USD annually

 

This represents the average expected pay range for a qualified candidate.

What You Can Expect

As our Project Manager Senior (PM), you will be a part of the ENGIE capital projects team based at Georgetown University. Our projects are located on two local University campuses, and a hospital. As part of this team, you will be responsible for managing utility infrastructure capital projects associated with expanding and maintaining the utility system on the campus. Projects handled by this team range in value from $100k to $100M, with completion of each taking the span of 1-5 years.

 

This position is being hired in support of a 50-year concession agreement that started in 2021, under which ENGIE operates, maintains and expands and enhances the Georgetown University utility system.  The projects you’ll take on will mostly involve utility metering, production and distribution system controls projects.

 

No two days are the same, starting with the development stage you will be submitting reports and conducting meetings with Team members, subcontractors and stakeholders on a regular basis, providing oversight and sharing updates on projects and planning, solving construction challenges through collaboration and clearing the path and working towards successful completion. The key measurements of success are successful completion of projects with no health, safety or environmental and public relations, on time and under budget.  You will be managing contracts for both Design and construction of capital projects within the central plants, and managing project teams made of internal staff, external consultants and Operations and maintenance staff.

 

Additional duties include the following:

 

  • You will administer design and construction contracts to include the development of project specifications, a detailed scope of work and principle contract provisions, working closely with corporate Contracts Management and the Procurement Department
  • You will work with the University stakeholders, ENGIE colleagues, and ENGIE contractors, including engineers, architects, construction firms, and other contractors to develop and execute projects
  • You’ll partner with Program Management, and Operations & Maintenance leadership to identify, justify, and prioritize potential projects

 

 

 

What You’ll Bring

  • You have earned a Bachelor of Science engineering degree (Electrical, Civil or Industrial) or other relevant degree/ major, ideally with a specialization in instrumentation and controls.
  • You will have gained a minimum of five (5) years of experience in the successful management of construction or maintenance projects in which you gained experience with managing utility metering or I&C projects to successful completion, such as those involving schools, hospitals, manufacturing or universities
  • Possess or have the desire to achieve a PMP Certification
  • You will have experience in fostering and adhering to the highest safety standards, ensuring the safety of all employees, contractors, and the public
  • You will have gained expertise in developing work packages for execution to include statement of scope, change management, performance testing, QA/QC Requirements, Parts/Tools, Man-hours, Material Procurement, technical data Sheets, Drawings/Specifications, Task Procedures and job safety plans
  • You will have gained experience creating and giving presentations and professional communications, using Microsoft Office, Procore, or other project management tools, to create written reports, project updates, and reporting data for all stakeholders including your management team, contractors, clients, and regulatory agencies
  • You are experienced with managing the financial and contractual aspects of capital projects
  • You will have demonstrated ability to create a team culture of camaraderie, integrity and trust among the integrated project team members and exhibit excellent interpersonal skills that include listening to other’s ideas and viewpoints and the resolution of conflict situations
  • You have demonstrated the ability to facilitate meetings and ensure performance expectations and resultant outcomes are met
