About MIRFA 2 RO Plant
Mirfa 2 Reverse Osmosis (M2 RO) Plant, uses RO technology to produce and supply up to 120 million imperial gallons, equivalent to 550,000 cubic metres of potable water per day to EWEC under a 30-year O&M Agreement with Mirfa 2 RO Desalination Company.
The M2 RO Water Plant is located adjacent to the existing Mirfa 1 Plant located at the Mirfa Complex five kilometers west of the town of Mirfa, about 100 kilometers southwest of the city of Abu Dhabi on the Arabian Gulf coast in UAE.
The expected date for starting commercial operations of the plant is November 2025.
The processes stages that make up the plant are : ❖ Sea water intake ❖ Dissolved Air Flotation (DAF) ❖ Dual Media Pressure Filtration (DMPF) ❖ Cartridge Filtration (CF) ❖ Reverse osmosis Racks (RO); ❖ Chemical Treatment; ❖ Limestone filtration ❖ Potable water storage/network ❖ Sludge treatment ❖ Utilities or auxiliary equipment
Mirfa 2 Staff are expected to reside within the Mirfa city premises to ensure timely response to plant emergencies and callouts. Exceptions to reside in Abu Dhabi / Ruwais / Zayed City, may be considered by plant management.

JOB PURPOSE:
The person is responsible for the management of Human Resources and Internal Communication, in line with the strategy and objectives of the company, in order to provide a high standard of support to other departments. To develop and review HR strategy and implement a range of HR policies and procedures approved by the Company, as well as a number of activities associated to the Human Resource and Administration function, which includes but is not limited to manpower planning including Emiratization, Expatriate logistics and visa administration, recruitment, payroll, performance management, training and development, discipline, medical and other insurance policies, time keeping and leave management, employee accommodation, transportation, travel, and Company vehicles.
SCOPE OF THE JOB:
These responsibilities represent the minimum expectations for the role; additional duties may be assigned as needed.
During Mobilization Period and prior to plant commercial operation date (PCOD):
- Assist in recruitment of company staff with PGM, managing payroll and C&B for the staff, working with PRO for company formation and licensing matters.
During O&M Period / post COD of plant:
- Managing day-to-day HR & admin functions including strategic planning, Emiratization, training & development etc.
KEY ACCOUNTABILITIES:

- Ensure adherence to safety, quality, and environmental management procedures within assigned areas to protect employee safety and meet legislative requirements.
- Ensure complete understanding and adherence to safety procedures for both self and team, with zero tolerance for breaches.
- Maintain a consistent frequency of safety and environmental inspections and timely reporting findings.
- Promote safe working methods practices.
Governance:
- Ensure compliance with all applicable laws, directives, and project requirements.

Human Resources Function:
- Develops and implements HR Systems to include:
- Accurate and detailed job descriptions
- Comp & ben policy / salary scales, including periodic benchmarking vs. the relevant market segment
- Performance appraisal system / SMART objectives
- HR Manual / policies
- Standard offer and employment contracts
- Ensure business continuity through staff retention and timely recruitment
- Draft and promote vacancies
- Source candidates through appropriate channels
- Screen & interview
- Support & advice hiring managers
- Negotiate package with selected candidates
- Compensation and benefits
- Ensure compliance of C&B processes with defined procedures
- Manage payroll
- Manage annual salary review and bonus processes
- Ensure that the salary levels are well aligned with local markets and peer
- Propose improvements and changes whenever required
- Manage & develop workforce
- Organize onboarding / induction of new employees
- Management of Expatriate visa administration

- Administration
- Develops a strategy to manage staff accommodation and ensures employee satisfaction.
- Oversees suitable transport arrangements for employees.
Finance:
- Contribute to the Budget Planning process.
- Support the development of operational budgets.
- Develop, monitor and report O&M budgets covering full staffing cost; and,
- Appraise service provider contracts and contractor performance.

- Work Level 1: the tasks that he/she performs as part of their daily work activities do not represent a risk for their integrity.
- Work Level 2: the tasks that he/she performs as part of their daily work activities represent a risk for their physical integrity (e.g. working in zones with high temperatures or with permanent increased noise levels).
Medical Exams before Taking the Position:

QUALIFICATIONS, EXPERIENCE AND SKILLS:
Knowledge and Skills:
- Comprehensive knowledge of UAE labor laws.

- Min 5 years of business experience of which at least 3 years in HR Management.

- Experience of working in an international environment, with a knowledge/awareness of issues relating to secondments, work permits, visas etc.
- Experience of industrial relations.
Qualifications:
- University degree or equivalent.
- Any complementary qualification is a plus. CIPD or equivalent.
- Education certifications / credentials must be recognized / attested from UAE Embassy and relevant authorities.
