What You Can Expect

As the Project Controls Advisor you will work within the Finance and Project Controls team within the Flexible Generation Business Unit. You will interface and work collaboratively on cross-functional internal and external project teams and corporate support functions to provide cost control services throughout the entire duration of the project life cycle. Every day you will be primarily responsible for cost estimating, cost tracking and control, risk analysis, and reporting for the assigned projects. This position will also be required to interface with various corporate support functions and be proficient in the use of various enterprise systems used by ENGIE.

 

Every day in this role you will lead project control processes for Flexible Generation development, construction and operational projects. Additionally, you will be responsible for budget and control development expenditures and capital expenditures for the complete pipeline of projects.

 

 

  • Ensure correct budget representation in finance and projects controls systems and smooth budget handover to subsequent owners through the projects’ lifecycle
  • Be the responsible within Flexible Generation for finance processes through the preparation of consolidated budgets for investment approvals, annual budget and business plan, and financing processes (tax financings, sell-down and partnerships)
  • Prepare monthly cash flow reports for the complete portfolio of projects, comparing approved budgets and up-to-date best estimates incl. monthly distribution
  • Facilitate financial optimization through DEVEX capitalization upon projects viability, time-writing, implement robust WBS process
  • Support Project Managers and Project Management Office budget management, in tracking progress against the project baseline budget at all time
  • Identify, monitor and actively control risks to project budgets
  • Assist with vendor requirements, invoice approvals, purchase orders, change events, and contingency management, facilitate systems and data integration, processes automatization
  • Keep robust and standardized tools, clean and tidy record keeping easily transferable to any internal and external stakeholder

 

What You’ll Bring

 

  • Bachelor of Science in Business, Project or Construction Management, or in related field, or bachelor’s degree equivalency with practical experience and knowledge of relevant technical systems
  • A minimum 7 years in projects, cost controls or any financial and controlling role
  • Advanced Proficiency with Microsoft Excel to create customized cost estimating and analysis tools using data import, sorting, and filtering, pivot tables, graphs/charts, and custom formulas
  • Sense of accountability and proactivity in anticipating and addressing potential issues, in close collaboration with the managerial line
  • Detail-oriented individual with the ability to forecast, pursue and investigate project cost over/underruns and delays
  • Ability to work collaboratively with multiple stakeholders to diagnosis and solve problems within limited time frames
  • Direct experience using enterprise resource planning systems/tools (SAP, COUPA or other ERP systems) associated with procurement, payment and accounting

Compensation

Salary Range: $84,000 – $128,800 USD annually

 

This represents the average expected pay range for a qualified candidate.

Actual offered salary may depend on geography, experience, industry knowledge, education, internal pay alignment, or other bona fide factors.

JOB PURPOSE:

  • Manage all I&C maintenance activities associated with defect and planned maintenance programmes, through a team of site-based technicians and at times by external contract agencies.
  • Development of the short- and long-term I&C maintenance strategy for the plant and the development of a capable engineering, planning and I&C maintenance capabilities to support that strategy.
  • Day to day plant efficient management of I&C maintenance activities, according to good utility practice, company rules and procedures, legal, contractual and other requirements
  • Respects the O&M agreement with the Owner and the Services Agreements with Long term contractors.
  • Ensure that the plant meets availability, reliability, efficiency, production and cost targets, safely and within the environmental, legal and contractual requirements.
  • Establish the appropriate procedures and computerized I&C maintenance management processes as applicable to a prudent management regime.
  • Coordinating I&C maintenance activities with finance and accounting, administration, HSE and operations departments
  • Define, manage and monitor the I&C maintenance budget in line with the overall company budget.

 

KEY ACCOUNTABILITIES:

 

Safety at Work

  • Ensures a safe working environment for himself and the I&C Technicians whilst working on any equipment;
  • Obtains a Permit to Work for each job as necessitated by the Jubail 3B RO Plant HSE Procedures put in place;
  • Ensures all necessary precautions are taken by himself, the I&C Technicians and Contractors while undertaking any jobs in Jubail 3B RO Plant;
  • Ensures that all necessary tools are available for the safe working on equipment and that are used during performance on all jobs in the Plant;
  • Monitors I&C Technicians and Contractors to ensure Safe Work Practices as per Plant HSE guidelines are followed;
  • Points out any unsafe conditions to Management.

Team Leadership

  • Leads the I&C Maintenance Technicians and ensures a high level of efficiency in the Team;
  • Builds and sustains a committed, cohesive and dynamic Team;
  • Acts as a mentor for the I&C Team;
  • Leads by example;
  • Recommends the appropriate training for the I&C Technicians.

Maintenance Task Planning and Execution

  • Ensures maintenance tasks are completed by the Technicians as per Work Orders generated in Computerize I&C Maintenance Management System;
  • Ensures the reports of maintenance done is documented in;
  • Generates reports as necessary for the maintenance done;
  • Plans for and ensures that maintenance of all I&C equipment is in accordance with OEM Manuals for the equipment;
  • Ensures I&C equipment maintenance planning is correctly scheduled so that all equipment is maintained as per OEM recommended intervals;
  • Arranges for condition monitoring of I&C equipment;
  • Reviews I&C Maintenance Procedures and suggests improvements.
  • Coordinate Vulnerability Assessment / Penetration Test for the OT Cybersecurity.

Equipment Failure Troubleshooting and Repair

  • Supports reliable and accessible 24-hour engineering call-out functionality;
  • Attempts all possible means of reducing equipment downtime and ensuring high plant availability;
  • Performs troubleshooting activities as necessary to determine failure conditions and rectifies defects found;
  • Record and reports rectified jobs to the O&M Manager;
  • Generates reports of equipment failure;
  • Performs Root Cause Analysis of failures;
  • Works with Plant Operations Personnel for resolving problems encountered with I&C equipment.

Reporting, Overall Planning and Budgeting

  • Ensures that all planned and unplanned jobs are undertaken within I&C Maintenance budget;
  • Works with the O&M Manager for outage planning and execution;
  •  Undertake planning and budget preparation processes.

Spares, Consumables and Tools

  • Ensures adequate inventories of spares and consumables are maintained;
  • Places requisitions for purchase of required spares and consumables;
  • Ensures necessary tooling is available to all Technicians;
  • Ensures Third Party Certification of all tools is done on an annual basis or as required;
  • Ensures all tools are maintained and are in good working condition.        

Ownership

  • Assumes ownership of Plant’s I&C equipment and strives to maintain them in the best possible condition.

Delivers Technical Advice to Enable Efficient Maintenance of I&C Equipment and Continuous Improvement

  • Delivers technical advice to colleagues and Contractors to ensure safety and the proper execution of Plant Maintenance Practices;
  • Apply engineering knowledge and skills to review and update task lists for equipment. Implement initiatives to address inconsistencies in Computerize I&C management system scheduling, practices and documentation.

 

Train and Develop I&C Technicians to Build the Workforce’s Technical Capability and to Deliver a Step Up in Plant Performance

  • Coach I&C Technicians on I&C equipment, Safe Work Procedures and Operational Techniques to ensure proper execution of Plant Routines;
  • Prepares and delivers technical training including modules on HV and LV, transformers and switchgear

 

HEALTH & SAFETY:

  • Undertake safety surveillance in all work areas to ensure proper implementation of and compliance with all company safety procedures, precautions and rules, PPE etc.; monitors the implementation of the work permit system within the company.
  • Comply with Local legislations, Engie Al Jubail for O&M Company HSES Policy and procedures.
  • To be Responsible and accountable for safety of himself, others and the environmental protection.

  • Engie Al Jubail for O&M company Ltd operates & maintains the SWRO Plant of 570,000 M3/Day net potable water capacity. Engie Al Jubail for Operations and Maintenance Company is single shareholder Limited liability company established under the laws of Kingdom of Saudi Arabia. . 
  • Engie Al Jubail for O&M company Ltd performs services through an O&M agreement for the Owner of the SWRO Plant: Al Jubail International Water Company. 
  • The project is a Greenfield IWP with a 25 year WPA with single off-taker Saudi Water Partnership Company.
  • The Job Holder will be based at Jubail 3B SWRO Plant that will be located in the industrial city of Jubail on the Arabian Gulf coast in eastern Saudi Arabia, around 100 kilo meters from Dammam. The Jubail 3B SWRO Plant will serve Riyadh and Qassim with potable water. The plant will include storage tanks with one day’s production capacity in addition to in-house solar capacity to reduce power consumption from the kingdom’s national grid;
  • The Job Holder leads the I&C Maintenance team in a safe and efficient manner. He is responsible for setting Departmental Objectives, delivering targets (quantity and quality) as well as execution of the company strategy
  • The Job Holder works closely with the I&C Technicians to ensure the Plant Routines and planned and unplanned maintenance, testing and inspections are carried out efficiently and to high safety and quality standards

    Technical

    ROLE

    • Steer and support the new projects on Process Safety through conceptual up to operational readiness, including also Hydrogen projects.

    • Champion the process safety and technological risk during engineering and execution phases of those projects.

    • Ad hoc support on Process Safety Management on existing operational assets and entities.

     

    RESPONSIBILTIES

     

    Compliance with laws and regulations

    • Interpret regulatory requirements for different countries and ensure that the appropriate HSE studies are developed during the project phases in a timely manner (particularly those required for the permitting process),

    • Validate requests submitted for exemption from application of reference procedures.

     

    Process Safety Management and risk evaluation during DESIGN and CONSTRUCTION activities

    • Ensure that Process Safety Management principles and best practices are implemented early in the design phase of each project

    • Ensure that a risk based approach is undertaken to the development of the project (which may be over and above the basic prescriptive requirements of the country)

    • Define the list and contents of process safety deliverables required for the scope of the project and regulatory requirements

    • Prepare/review/validate the Scope of Work for the engineering contractors

    • Prepare and evaluate the HSE prequalification questionnaires and support the bid assessment processes

    • Liaise with the client / partner in terms of permitting support and interfaces on HSE

    • Identify hazards using recognized identifications techniques (HAZID, FMEA, HAZOP, QRA, FERA, SIL)

    • Assess and implement safeguards appropriate for the hazards being considered (like inherent safety in design, active and passive fire protection, human factors engineering…)

    Electrical engineer - Technical Support

    Position/Department Summary:

    Technical Support (TS) provides engineering and technical support to Operation and Maintenance team at the Marafiq IWPP.

    The main activities are the Engineering and Data Management in close coordination with Power Operations, Desalination and Maintenance departments.

    Key tasks involve:

    • Supports the process for ensuring that all of the power plant assets within the Marafiq are compliant with engineering policies and all relevant statutory obligations associated with asset.
    • Monitoring and evaluating various relevant parameters to provide accurate information and provide analysis of the performance of the different process in the plant.
    • Preparation and submission of daily, weekly, monthly and any other report required by the business.
    • Assists in the implementation of this process on a cost effective and timely basis in conjunction with all other maintenance and overhaul activities.
    • Supports the management of engineering changes on plant systems, to ensure that they are executed in accordance with relevant Marafiq procedures.
    • Identify and manage asset reliability risks that could adversely affect plant or business operations.
    • Lead the development and implementation of specific engineering work packages in support of these strategies as stand-alone activities or within the overall scope of major projects/overhauls.

     

    Functions/ Task:             

    Safety at Work

    • Ensures the compliance of IMS. Ensure a safe working environment for himself, his colleagues and contractors while working on any equipment
    • Ensures all  Method Statements Work Instruction and Procedures are followed by himself and Contractors while undertaking any work
    • Reports any unsafe conditions in accordance with procedure
    • Provide technical support for the change control process
    • Carry out audits of compliance of all stakeholders within the Marafiq Team with relevant procedures for systems and implement corrective or improvement measures

    Dimensions

    • Track the production losses and abnormally high maintenance cost assets.
    • Find ways to reduce those losses or high costs.
    • In full partnership with the operations and maintenance teams develop plans to eliminate or reduce the     losses using good engineering practices and or RCA techniques.
    • Provides technical support to operations, maintenance management and technical personnel.
    • Has direct responsibility for managing overhauls and projects.
    • Has responsibility for managing project expenditure.
    • Delegated responsibility for the development of asset management strategies for all plant assets within Marafiq to deliver the required performance at minimum through life cost 
    • Indirect responsibility for variable levels of support from other department and external resources

    Prior experience within the power generation industry in a range of engineering roles including engineering, operation, or maintenance

    Prior experience and proven track record of senior project management responsibility within a power plant construction or overhaul environment

    In depth knowledge and proven track record in the management of HSE in a major project environment, ideally supported by NEBOSH National Certificate

    Strong organizational, communication and interpersonal skills to be able to work effectively with both internal and external personnel at all levels of seniority

    Prior experience in specifying, procuring, and managing plant component supply and/or overhaul contracts

    Accountable for Outcomes:
     

    • Manage the day-to-day activities of the assigned tasks to deliver its required objectives and effectively support other Operation and Maintenance team activities as required.
    • To continually liaise with the Engineering, Operations and Maintenance Managers and other relevant stakeholders within the Operations and Maintenance teams to maintain an overview of the work scope items required to be implemented via overhaul and major project events over a broad time horizon.
    • Guides efforts to ensure reliability and maintainability of equipment, processes, utilities, facilities, controls and safety/security systems.
    • Lead the development and maintenance of an integrated planning process for Marafiq, which will effectively deliver these requirements, with the optimum balance of costs from plant downtime, resources and materials.
    • To implement the strategies for asset integrity and statutory compliance of plant systems on a cost effective and timely basis. This will involve close co-ordination with other members of the Engineering, Operations and Maintenance teams to meet objectives via the efficient use of cross team resources
    • Support the development and implementation of appropriate change control processes. Ensure that all changes proposed for plant systems are reviewed and confirmed as consistent with the requirements of asset integrity, statutory compliance, and functionality prior to implementation, and that all appropriate documentation, including revisions to plant data, is produced, disseminated and stored appropriately.
    • Lead the detailed planning and co-ordination of each overhaul/major project event, including work packages being developed and implemented by other stakeholders within the O&M Team. Ensure that all resources (internal and external) and materials will be available as required. Manage the implementation of all activities, and ensure agreed HSE, quality, budgetary, program and resource productivity objectives are met.
    • Take overall responsibility for the management of HSE (with the sole exception of safety from the system) through all stages of planning, co-ordination, and execution of activities. Co-ordinate HSE activities of other stakeholders and provide expert advice and support as necessary. Develop and implement appropriate and documented HSE management systems to ensure compliance with all statutory obligations, delivery of the required standards and continuous improvement. This shall include an effective internal audit regime to ensure compliance with objectives.
    • Support relationship management with key component and overhaul service suppliers. Develop appropriate long term contract strategies to deliver the optimum balance of initial cost, technical risk and commercial liabilities. Ensure that all contracts are implemented in due time to support program objectives for the delivery of key parts (new or refurbished) and services.

    Job Context/Environment:

     

    Reporting to the Engineering Manager, the post holder has delegated responsibility for planning and implementing all major project works undertaken by the Marafiq team and achieving the required HSE, technical, budgetary and program objectives.

     

    The post holder will have a key role in the management of health and safety, and will need to take a proactive approach to developing appropriate management methods and promoting a positive HSE culture both within the Engineering team and other departments.

    Proactive input to the planning processes for engineering, maintenance and operational activities by the post holder will be required in order to achieve the asset integrity objectives with minimum disruption to availability and with efficient use of internal and external resources. 

     

     

    Working Relationships

     

    The post holder will have working relationships at various levels both with internal and external personnel. Key internal relationships will include: the Operation and Maintenance Managers, the General Manager and all members of the Engineering Team.
